1414 Emphasizing the importance and power of distributed ledger
1515 technologies (DLT) to support democratic governance,
1616 human rights, internet freedom, and transparency.
1717 Whereas distributed ledger technologies (DLT), including
1818 various forms of blockchain technology, offers significant
1919 potential benefits for strengthening democratic govern-
2020 ance, enhancing transparency, promoting human rights,
2121 and supporting sustainability;
2222 Whereas DLT’s ability to ensure the integrity, authentica-
2323 tion, and verification of shared information is critical for
2424 the effective delivery of democratic governance and serv-
2525 ices to citizens;
2626 Whereas DLT has been applied in diverse areas such as iden-
2727 tity management, land rights, citizen representation,

3535 Whereas DLT has the potential to enhance the resiliency of
3636 democratic institutions against corruption, misinforma-
3737 tion, and inefficiencies by providing a tamper-resistant
3838 and transparent platform for the recording and
3939 verification of transactions and data;
4040 Whereas DLT provides an innovative solution to combat cen-
4141 sorship and empower people around the world by ena-
4242 bling the creation of decentralized platforms that safe-
4343 guard free expression and access to information by rout-
4444 ing traffic through nodes in jurisdictions with robust
4545 legal frameworks for digital rights;
4646 Whereas the use of DLT in securing digitized government
4747 documents, land registration, facilitating financial trans-
4848 fers, countering deep fakes, and advancing justice and
4949 the rule of law demonstrates its versatility and potential
5050 to support democratic processes and human rights;
5151 Whereas the strategic application of DLT can also address
5252 global challenges, contribute to sustainability, and ensure
5353 more inclusive access to services without compromising
5454 privacy or stifling technological innovation;
5555 Whereas DLT solutions can enhance the integrity, trans-
5656 parency, and efficiency of distributing aid by supporting,
5757 for example, direct cash transfers, reducing inter-
5858 mediaries, lowering costs, and speeding up delivery;
5959 Whereas DLT’s decentralized design boosts the resilience of
6060 essential systems by spreading data across multiple
6161 nodes, which avoids single points of failure and ensures

6666 disruptions, and such resilience is crucial for keeping
6767 data intact and available in sectors vital to democratic
6868 governance and humanitarian aid, helping these systems
6969 stay robust and functional under different stress condi-

7171 Whereas the innovative applications of DLT are still in the
7272 early stages, requiring further exploration, under-
7373 standing, and supportive policy frameworks to fully real-
7474 ize their potential in strengthening democracies; and
7575 Whereas the DLT community is committed to ensuring re-
7676 sponsible use of DLT technology and promoting the
7777 United States national security interests: Now, therefore,
7878 be it
7979 Resolved, That the House of Representatives— 1
8080 (1) urges the Department of State, the Devel-2
8181 opment Finance Corporation, the United States 3
8282 Agency for International Development, and other 4
8383 agencies of the United States Government to explore 5
8484 and support the development and application of dis-6
8585 tributed ledger technologies to strengthen democratic 7
8686 governance, promote human rights, enhance trans-8
8787 parency, and support sustainability efforts and hu-9
8888 manitarian aid delivery; 10
8989 (2) encourages the promotion of the distributed 11
9090 ledger technologies to combat censorship and ensure 12
9191 the free flow of information as a cornerstone of de-13
9292 mocracy and human rights, acknowledging the tech-14

113113 and investment in distributed ledger technologies 18
