Committee on Education and Workforce 
RESOLUTION 
Reaffirming the commitment of the Federal Government to 
historically Black colleges and universities and honoring 
their enduring legacy and contributions. 
Whereas historically Black colleges and universities (HBCUs) 
have served as pillars of opportunity, equity, and excel-
lence in higher education for more than 180 years; 
Whereas HBCUs continue to open doors, change lives, and 
uplift communities, educating nearly 300,000 students 
every year and preparing the next generation of teachers, 
engineers, health professionals, and public servants; 
Whereas HBCUs consistently overproduce in outcomes, grad-
uating nearly 50 percent of Black teachers, 70 percent of 
Black dentists, and 80 percent of Black judges nation-
wide;

Whereas HBCUs are not just historic, they are essential, and 
they contribute nearly $16,500,000,000 annually to the 
United States economy, support more than 134,000 jobs, 
and serve as economic anchors in communities across the 
United States; 
Whereas HBCUs are engines of workforce development and 
economic mobility, advancing student success, conducting 
community-based research, and strengthening pathways 
to career-connected learning; 
Whereas HBCUs are national leaders in science, agriculture, 
public health, education, and innovation, conducting 
impactful research in laboratories, community centers, 
and campuses across the country in partnership with 
Federal agencies and the private sector; 
Whereas HBCUs thrive through investment, maximizing op-
portunity and expanding access to higher education; and 
Whereas HBCUs are incubators of excellence, where no mat-
ter your background, income, or ZIP Code, you receive 
a fair shot at a quality education and a better life: Now, 
therefore, be it 
Resolved, That the House of Representatives— 1
(1) honors the history, mission, and enduring 2
contributions of historically Black colleges and uni-3
versities to the fabric of the United States; 4
(2) reaffirms the commitment of the Federal 5
Government to ensure the continued success, 6
growth, and sustainability of historically Black col-7
leges and universities across the country; and 8

resentatives to make available enrolled copies of this 2
resolution to each Federal agency that administers 3
