1313 Reaffirming that the United States is not a party to the
1414 Rome Statute and does not recognize the jurisdiction
1515 of the International Criminal Court.
1616 Whereas the Constitution requires approval from two-thirds
1717 of the Senators present for ratification and confirmation
1818 of international treaties;
1919 Whereas President Bill Clinton signed the Rome Statute on
2020 December 31, 2000, but did not submit the treaty to the
2121 Senate for ratification;
2222 Whereas, on May 6, 2002, the Bush administration an-
2323 nounced that the United States does not intend to be-
2424 come a party to the Rome Statute of the International
2525 Criminal Court;

2929 Whereas Article 125 of the Rome Statute states that it is
3030 ‘‘subject to ratification, acceptance, or approval by signa-
3131 tory States’’;
3232 Whereas, on May 20, 2024, the Prosecutor of the Inter-
3333 national Criminal Court, Karim Khan, took unprece-
3434 dented measures announcing arrest warrant applications
3535 for Israeli Prime Minister Benjamin Netanyahu and Min-
3636 ister of Defense Yoav Gallant;
3737 Whereas the United States and Israel are not parties to the
3838 Rome Statute or members of the International Criminal
3939 Court; and
4040 Whereas the United States does not recognize the legitimacy
4141 or jurisdiction of the International Criminal Court: Now,
4242 therefore, be it
4343 Resolved, That the House of Representatives— 1
4444 (1) reaffirms that the United States is not a 2
4545 party to the Rome Statute and does not recognize 3
4646 the jurisdiction of the International Criminal Court; 4
4747 (2) condemns the International Criminal 5
4848 Court’s issuance of arrest warrant applications for 6
4949 Israeli Prime Minister Benjamin Netanyahu and 7
5050 Minister of Defense Yoav Gallant; and 8
5151 (3) reiterates its unwavering support for the 9
5252 State of Israel and its right to defend itself and its 10
5353 leaders from unwarranted international legal actions. 11
