1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Countering Adversarial 4
2020 and Malicious Partnerships at Universities and Schools 5
2121 Act of 2025’’ or the ‘‘CAMPUS Act’’. 6

2929 NGENERAL.—The Director of National Intel-4
3030 ligence, in consultation with the Secretary of Defense, 5
3131 shall identify each institution of higher education domi-6
3232 ciled in the People’s Republic of China that provides sup-7
3333 port to the People’s Liberation Army, including any such 8
3434 institution involved in the implementation of the Military- 9
3535 Civil Fusion strategy of the People’s Republic of China 10
3636 or that participates in the defense industrial base of the 11
3737 People’s Republic of China. 12
3838 (b) S
3939 UBMISSION OFLIST TOCONGRESS.—Not later 13
4040 than 180 days after the date of the enactment of this Act, 14
4141 and annually thereafter, the Director of National Intel-15
4242 ligence shall submit to the appropriate committees of Con-16
4343 gress a list of each entity identified under subsection (a). 17
4444 SEC. 3. PROHIBITION ON USE OF FUNDS FOR ENTITIES EN-18
4545 GAGED IN MILITARY-CIVIL FUSION. 19
4646 None of the funds authorized to be appropriated or 20
4747 otherwise made available for the Department of Defense 21
4848 for research, development, testing, and evaluation may be 22
4949 provided to an entity that maintains a contract with an 23
5050 institution identified under section 2. 24

5656 The Director of the Defense Counterintelligence and 3
5757 Security Agency may not determine that a facility of an 4
5858 entity is eligible to host or store a classified information 5
5959 unless the entity certifies to the Director that the entity 6
6060 does not have an active research partnership with an insti-7
6161 tution that is included in the list submitted under section 8
6262 2(b). 9
6363 SEC. 5. DENIAL OF VISAS TO INDIVIDUALS INVOLVED IN 10
6464 MILITARY-CIVIL FUSION. 11
6565 The Secretary of State may deny the application for 12
6666 a visa for a nonimmigrant described in subparagraph (F) 13
6767 or (J) of section 101(a) of the Immigration and Nation-14
6868 ality Act (8 U.S.C. 1101(a)) who is a student or employee 15
6969 of an institution identified under section 2. 16
7070 SEC. 6. LIMITATION ON USES OF FUNDS FOR K-12 EDU-17

7272 None of the funds authorized to be appropriated or 19
7373 otherwise made available to the Department of Education 20

9191 RANTAUTHORITY.—The Secretary of Edu-7
9292 cation is authorized to provide grants to K–12 schools and 8
9393 institutions of higher education to support access to Man-9
9494 darin language instruction and Chinese cultural program-10
9595 ming in the United States provided in partnership between 11
9696 the American Institute in Taiwan and Taipei Economic 12
9797 and Cultural Representatives Office in the United States, 13
9898 including programming under the United States-Taiwan 14
9999 Education Initiative. 15
