IDENTIFICATION OF ENTITIES ENGAGED IN MILI-1 TARY-CIVIL FUSION IN THE PEOPLE’S REPUB-2 LIC OF CHINA. 3 (a) I NGENERAL.—The Director of National Intel-4 ligence, in consultation with the Secretary of Defense, 5 shall identify each institution of higher education domi-6 ciled in the People’s Republic of China that provides sup-7 port to the People’s Liberation Army, including any such 8 institution involved in the implementation of the Military- 9 Civil Fusion strategy of the People’s Republic of China 10 or that participates in the defense industrial base of the 11 People’s Republic of China. 12 (b) S UBMISSION OFLIST TOCONGRESS.—Not later 13 than 180 days after the date of the enactment of this Act, 14 and annually thereafter, the Director of National Intel-15 ligence shall submit to the appropriate committees of Con-16 gress a list of each entity identified under subsection (a). 17 SEC. 3. LIMITATION ON ELIGIBILITY OF FACILITIES TO 1 HOST OR STORE CLASSIFIED INFORMATION. 2 The Director of the Defense Counterintelligence and 3 Security Agency may not determine that a facility of an 4 entity is eligible to host or store a classified information 5 unless the entity certifies to the Director that the entity 6 does not have an active research partnership with an insti-7 tution that is included in the list submitted under section 8 2(b). 9 SEC. 5. DENIAL OF VISAS TO INDIVIDUALS INVOLVED IN 10 MILITARY-CIVIL FUSION. 11 The Secretary of State may deny the application for 12 a visa for a nonimmigrant described in subparagraph (F) 13 or (J) of section 101(a) of the Immigration and Nation-14 ality Act (8 U.S.C. 1101(a)) who is a student or employee 15 of an institution identified under section 2. 16 SEC. 6. LIMITATION ON USES OF FUNDS FOR K-12 EDU-17 CATION. 18 None of the funds authorized to be appropriated or 19 otherwise made available to the Department of Education 20 for K–12 education by may be provided to an elementary 21 of secondary school that maintains a contract with an enti-22 ty domiciled in the People’s Republic of China. 23 SEC. 7. PARTNERSHIP WITH TAIWAN. 24 (a) S ENSE OFCONGRESS.—It is the sense of Con-25 gress that the American Institute in Taiwan should take 26 VerDate Sep 11 2014 02:31 Mar 28, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1010.IS S1010 ssavage on LAPJG3WLY3PROD with BILLS 4 •S 1010 IS steps to strengthen and expand partnerships with the Tai-1 pei Economic and Cultural Representatives Office in the 2 United States to expand access to Mandarin language in-3 struction and Chinese cultural programming for students 4 in the United States, including K–12 schools and institu-5 tions of higher education. 6 (b) G RANTAUTHORITY.—The Secretary of Edu-7 cation is authorized to provide grants to K–12 schools and 8 institutions of higher education to support access to Man-9 darin language instruction and Chinese cultural program-10 ming in the United States provided in partnership between 11 the American Institute in Taiwan and Taipei Economic 12 and Cultural Representatives Office in the United States, 13 including programming under the United States-Taiwan 14 Education Initiative. 15 SEC. 8. DISCLOSURE OF FOREIGN GIFTS. 3 Section 117(a) of the Higher Education Act of 1965 4 (20 U.S.C. 1011f(a)) is amended by striking ‘‘$250,000’’ 5 and inserting ‘‘$50,000’’. 6 SEC. 10.
