2727 EFINITION OFCOVEREDPROJECT.—In this sec-6
2828 tion, the term ‘‘covered project’’ means a hydropower 7

3333 latory Commission issued a license before March 13, 2020. 2
3434 (b) A
3535 UTHORIZATION OF EXTENSION.—Notwith-3
3636 standing section 13 of the Federal Power Act (16 U.S.C. 4
3737 806), on the request of a licensee of a covered project, 5
3838 the Federal Energy Regulatory Commission may, after 6
3939 reasonable notice and for good cause shown, extend in ac-7
4040 cordance with subsection (c) the period during which the 8
4141 licensee is required to commence construction of the cov-9
4242 ered project for not more than an additional 6 years be-10
4343 yond the 8 years authorized by that section. 11

4545 ERIOD OFEXTENSION.—An extension of time 12
4646 to commence construction of a covered project under sub-13
4747 section (b) shall— 14
4848 (1) consist of not more than 3 consecutive 2- 15
4949 year periods; 16
5050 (2) begin on the date on which the final exten-17
5151 sion of the period for commencement of construction 18
5252 granted to the licensee under section 13 of the Fed-19
5353 eral Power Act (16 U.S.C. 806) expires; and 20
5454 (3) end on the date that is not more than 6 21
5555 years after the latest date to which the Federal En-22
5656 ergy Regulatory Commission is authorized to extend 23
5757 the period for commencement of construction under 24
5858 that section. 25

6262 (d) REINSTATEMENT OF EXPIREDLICENSE.—If the 1
6363 time period required under section 13 of the Federal 2
6464 Power Act (16 U.S.C. 806) to commence construction of 3
6565 a covered project expires after December 31, 2023, and 4
6666 before the date of enactment of this Act— 5
6767 (1) the Federal Energy Regulatory Commission 6
6868 may reinstate the license for the applicable project 7
6969 effective as of the date of expiration of the license; 8

7171 (2) the extension authorized under subsection 10
7272 (b) shall take effect on the date of that expiration. 11
