A BILL
To amend the John D. Dingell, Jr. Conservation, Manage-
ment, and Recreation Act to reauthorize the National
Volcano Early Warning and Monitoring System, and for
other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. REAUTHORIZATION OF THE NATIONAL VOL-3
CANO EARLY WARNING AND MONITORING 4
SYSTEM. 5
(a) M
ODERNIZATION ACTIVITIES.—Section 6
5001(b)(2)(B) of the John D. Dingell, Jr. Conservation, 7

(1) by striking ‘‘the System shall include the 3
comprehensive application’’ and inserting the fol-4
lowing: ‘‘the System shall include— 5
‘‘(i) the comprehensive application’’; 6
(2) in clause (i) (as so designated)— 7
(A) by striking ‘‘Global Positioning Sys-8
tem’’ and inserting ‘‘Global Navigation Satellite 9
System’’; 10
(B) by striking ‘‘and unoccupied aerial ve-11
hicles’’ and inserting ‘‘unoccupied aerial vehi-12
cles, infrasound arrays, visible and infrared 13
cameras, and advanced digital telemetry net-14
works’’; and 15
(C) by striking the period at the end and 16
inserting ‘‘; and’’; and 17
(3) by adding at the end the following: 18
‘‘(ii) maintaining or expanding the 19
technical instrumentation and infrastruc-20
ture required for the comprehensive appli-21
cation of the emerging technologies de-22
scribed in clause (i), particularly advanced 23
digital telemetry networks.’’. 24

(b) MANAGEMENTPLAN.—Section 5001(b)(3)(A) of 1
the John D. Dingell, Jr. Conservation, Management, and 2
Recreation Act (43 U.S.C. 31k(b)(3)(A)) is amended— 3
(1) in clause (ii)(III), by inserting ‘‘(including 4
new or existing cooperative agreements)’’ after 5
‘‘partnerships’’; and 6
(2) in clause (iii)— 7
(A) in the clause heading, by striking ‘‘U

DATE’’ and inserting ‘‘UPDATES’’; and 9
(B) in subclause (II)— 10
(i) in the subclause heading, by strik-11
ing ‘‘U

(c) MANAGEMENT AND COORDINATION.—Section 1
5001(b)(3) of the John D. Dingell, Jr. Conservation, Man-2
agement, and Recreation Act (43 U.S.C. 31k(b)(3)) is 3
amended— 4
(1) in subparagraph (D)— 5
(A) by redesignating clauses (ii) through 6
(iv) as clauses (iii) through (v), respectively; 7
and 8
(B) by inserting after clause (i) the fol-9
lowing: 10
‘‘(ii) the Chief of the Forest Service;’’; 11
and 12
(2) by adding at the end the following: 13
‘‘(F) I
MPLEMENTATION COMMITTEE .—The 14
Secretary shall establish an implementation 15
committee that shall— 16
‘‘(i) include representatives of— 17
‘‘(I) each State agency or des-18
ignee of a State agency subject to a 19
cooperative agreement entered into 20
under subparagraph (C); 21
‘‘(II) institutions of higher edu-22
cation; and 23
‘‘(III) each volcano observatory 24
described in paragraph (1)(B)(i); and 25

‘‘(ii) be responsible for providing to 1
the Secretary recommended requirements, 2
implementation steps, and performance 3
standards for the System. 4
‘‘(G) C
OMMUNICATION.—The Secretary, in 5
coordination with State emergency management 6
partners, shall identify public communication 7
and messaging responsibilities for each of the 8
Secretary and the State emergency manage-9
ment partners to avoid confusion or duplication 10
with respect to those responsibilities.’’. 11
(d) R
EAUTHORIZATION.—Section 5001(c) of the 12
John D. Dingell, Jr. Conservation, Management, and 13
Recreation Act (43 U.S.C. 31k(c)) is amended— 14
(1) in paragraph (1)— 15
(A) by striking ‘‘$55,000,000’’ and insert-16
ing ‘‘$75,000,000’’; and 17
(B) by striking ‘‘2023’’ and inserting 18
‘‘2033’’; and 19
(2) in paragraph (2), by striking ‘‘2024’’ and 20
inserting ‘‘2034’’. 21
