A BILL 
To promote exports by creative industries and occupations, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Cultural Trade Pro-4
motion Act’’. 5
SEC. 2. DEFINITIONS. 6
In this Act: 7
(1) C
REATIVE INDUSTRY OR OCCUPATION .— 8
The term ‘‘creative industry or occupation’’ means— 9
(A) an industry that— 10

(i) has a substantial current or poten-1
tial impact (including through positions 2
that lead to economic self-sufficiency and 3
opportunities for advancement) on a State, 4
regional, or local economy or a Native 5
American community’s economy, as appro-6
priate; and 7
(ii) contributes to the growth of busi-8
nesses, nonprofit organizations, or self-em-9
ployment opportunities that have their ori-10
gin in individual creativity, skill, and tal-11
ent, including such businesses, organiza-12
tions, or opportunities focused on design, 13
crafts, music, visual and media arts, per-14
forming arts, language, literature, or ex-15
pressions of Native cultures or regional or 16
local heritage culture; and 17
(B) an occupation that— 18
(i) currently has or is projected to 19
have a number of positions (including posi-20
tions that lead to economic self-sufficiency 21
and opportunities for advancement) in an 22
industry sector so as to have a substantial 23
potential impact on a State, regional, or 24

local economy or a Native American com-1
munity’s economy, as appropriate; and 2
(ii) is comprised of— 3
(I) businesses or nonprofit orga-4
nizations described in subparagraph 5
(A)(ii); or 6
(II) individuals who are self-em-7
ployed or sole proprietors and whose 8
work has an origin in individual cre-9
ativity, skill, and talent, including a 10
focus on design, crafts, music, visual 11
arts, media arts, performing arts, lan-12
guage, literature, or expressions of 13
Native cultures or regional or local 14
heritage culture. 15
(2) N
ATIVE AMERICAN.—The term ‘‘Native 16
American’’, used with respect to culture, means the 17
culture of a Native American, as defined in section 18
103 of the Native American Languages Act (25 19
U.S.C. 2902). 20
SEC. 3. PROMOTION OF EXPORTS FROM MICROENTER-21
PRISES AND CREATIVE INDUSTRIES AND OC-22
CUPATIONS. 23
(a) P
ROMOTION OF EXPORTS BYUNITEDSTATES 24
ANDFOREIGNCOMMERCIALSERVICE.—Section 2301(b) 25

of the Export Enhancement Act of 1988 (15 U.S.C. 1
4721(b)) is amended, in the matter preceding paragraph 2
(1), by striking ‘‘small businesses and medium-sized busi-3
nesses’’ and inserting ‘‘microentrepreneurs (as defined in 4
section 172 of the Program for Investment in Microentre-5
preneurs Act of 1999 (15 U.S.C. 6901)), small businesses, 6
and medium-sized businesses’’. 7
(b) S

ORDINATINGCOMMITTEE.—Section 2312(c) of the Export 9
Enhancement Act of 1988 (15 U.S.C. 4727(c)) is amend-10
ed— 11
(1) in paragraph (6), by striking ‘‘; and’’ and 12
inserting a semicolon; 13
(2) in paragraph (7)— 14
(A) by inserting ‘‘microenterprises (as de-15
fined in section 172 of the Program for Invest-16
ment in Microentrepreneurs Act of 1999 (15 17
U.S.C. 6901)) and’’ after ‘‘better assist’’; and 18
(B) by striking the period at the end and 19
inserting ‘‘; and’’; and 20
(3) by adding at the end the following: 21
‘‘(8) consider how to promote exports of goods 22
and services from creative industries and occupa-23
tions (as defined in section 2 of the Cultural Trade 24
Promotion Act).’’. 25

(c) PROMOTION OFEXPORTS OFNATIVEHAWAIIAN 1

IANOWNED-BUSINESSES.—Section 2307 of the Export 3
Enhancement Act of 1988 (15 U.S.C. 4726) is amended— 4
(1) by inserting ‘‘or Native Hawaiian’’ after 5
‘‘American Indian’’ each place it appears; 6
(2) in subsection (a)— 7
(A) by inserting ‘‘or Native Hawaiian’’ 8
after ‘‘include Indian’’; and 9
(B) by inserting ‘‘or Native Hawaiian- 10
owned’’ after ‘‘Indian-owned’’; and 11
(3) in subsection (e), by striking ‘‘hand made or 12
hand crafted’’ and inserting ‘‘made’’. 13
SEC. 4. COLLABORATION TO IMPROVE ACCESS TO RELI-14
ABLE INTERNATIONAL SHIPPING SERVICES. 15
The Under Secretary of Commerce for International 16
Trade, the Assistant Secretary of Commerce and Director 17
General of the United States and Foreign Commercial 18
Service appointed under section 2301(a)(2) of the Export 19
Enhancement Act of 1988 (15 U.S.C. 4721(a)(2)), and 20
the Postmaster General shall consult and collaborate with 21
respect to how to better connect microenterprises (as de-22
fined in section 172 of the Program for Investment in 23
Microentrepreneurs Act of 1999 (15 U.S.C. 6901)) and 24
small businesses to fast, reliable international shipping 25

services that meet the expectations of the modern con-1
sumer. 2
SEC. 5. FOCUS ON CREATIVE INDUSTRIES AND OCCUPA-3
TIONS BY TRADE AND DEVELOPMENT AGEN-4
CY. 5
Section 661(a) of the Foreign Assistance Act of 1961 6
(22 U.S.C. 2421(a)) is amended in the second sentence 7
by striking ‘‘and environment’’ and inserting ‘‘environ-8
ment, and creative industries and occupations (as defined 9
in section 2 of the Cultural Trade Promotion Act)’’. 10
SEC. 6. TRAVEL AND TOURISM ADVISORY BOARD. 11
Notwithstanding any other provision of law (includ-12
ing any regulation), the Secretary of Commerce shall ap-13
point to serve as a permanent member of the United 14
States Travel and Tourism Advisory Board established 15
pursuant to section 3 of the Act of February 14, 1903 16
(15 U.S.C. 1512; 32 Stat. 826, chapter 552), and chapter 17
10 of title 5, United States Code, a representative of cre-18
ative industries and occupations. 19
