To allow additional individuals to enroll in standalone dental
plans offered through Federal Exchanges.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Increasing Access to 4
Dental Insurance Act’’. 5
SEC. 2. STANDALONE DENTAL PLANS. 6
Section 1321 of the Patient Protection and Afford-7
able Care Act (42 U.S.C. 18041) is amended by adding 8
at the end the following: 9

‘‘(f) AVAILABILITY OF STANDALONE DENTAL 1
P
LANS.—The Secretary may not restrict any qualified in-2
dividual from enrolling in a plan described in section 3
1311(d)(2)(B)(ii) offered through an Exchange estab-4
lished pursuant to subsection (c) on the basis of such 5
qualified individual not being also enrolled in a qualified 6
health plan offered through the Exchange.’’. 7
