2323 Section 8(o) of the United States Housing Act of 8

2929 ‘‘(23) RENTAL VOUCHERS FOR HIGH GROWTH 1
3030 POPULATION AREAS.— 2
3131 ‘‘(A) I
3232 N GENERAL.—The Secretary shall, 3
3333 each year, using amounts appropriated pursu-4
3434 ant to subparagraph (B), provide additional as-5
3535 sistance in an equitable manner to each eligible 6
3636 public housing agency for tenant-based assist-7
3737 ance, based on the population in the area 8
3838 served by the public housing agency, the extent 9
3939 to which existing voucher allocations of the eli-10
4040 gible public housing agency do not meet its 11
4141 housing affordability needs, and historical 12
4242 shortfalls in providing assistance to such eligi-13
4343 ble public housing agency as a result of voucher 14
4444 formula allocations not keeping pace with popu-15
4545 lation growth over the period identified in sub-16
4646 paragraph (C)(ii). 17
4747 ‘‘(B) A
4848 UTHORIZATION OF APPROPRIA -18
4949 TIONS.—There are authorized to be appro-19
5050 priated to Secretary to carry out this paragraph 20
5151 $2,000,000,000 for fiscal year 2025, which 21
5252 shall be available for renewals in each fiscal 22
5353 year thereafter until expended. 23

5555 LIGIBLE PUBLIC HOUSING AGENCY 24
5656 DEFINED.—For the purposes of this paragraph, 25

6161 a public housing agency that administers Fed-2
6262 eral housing assistance for an area that, as de-3
6363 termined by the Secretary— 4
6464 ‘‘(i) has a population of greater than 5
6565 100,000; and 6
6666 ‘‘(ii) is one of 25 areas in the United 7
6767 States that experienced the highest popu-8
6868 lation growth between 2012 to 2022.’’. 9
