A BILL 
To authorize the appropriation of $2,000,000,000 for rental 
vouchers for high population areas, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Housing Vouchers 4
Fairness Act’’. 5
SEC. 2. RENTAL VOUCHERS FOR HIGH GROWTH POPU-6
LATION AREAS. 7
Section 8(o) of the United States Housing Act of 8
1937 (42 U.S.C. 1437f(o)) is amended by adding at the 9
end the following: 10

‘‘(23) RENTAL VOUCHERS FOR HIGH GROWTH 1
POPULATION AREAS.— 2
‘‘(A) I
N GENERAL.—The Secretary shall, 3
each year, using amounts appropriated pursu-4
ant to subparagraph (B), provide additional as-5
sistance in an equitable manner to each eligible 6
public housing agency for tenant-based assist-7
ance, based on the population in the area 8
served by the public housing agency, the extent 9
to which existing voucher allocations of the eli-10
gible public housing agency do not meet its 11
housing affordability needs, and historical 12
shortfalls in providing assistance to such eligi-13
ble public housing agency as a result of voucher 14
formula allocations not keeping pace with popu-15
lation growth over the period identified in sub-16
paragraph (C)(ii). 17
‘‘(B) A
UTHORIZATION OF APPROPRIA -18
TIONS.—There are authorized to be appro-19
priated to Secretary to carry out this paragraph 20
$2,000,000,000 for fiscal year 2025, which 21
shall be available for renewals in each fiscal 22
year thereafter until expended. 23
‘‘(C) E
LIGIBLE PUBLIC HOUSING AGENCY 24
DEFINED.—For the purposes of this paragraph, 25

the term ‘eligible public housing agency’ means 1
a public housing agency that administers Fed-2
eral housing assistance for an area that, as de-3
termined by the Secretary— 4
‘‘(i) has a population of greater than 5
100,000; and 6
‘‘(ii) is one of 25 areas in the United 7
States that experienced the highest popu-8
lation growth between 2012 to 2022.’’. 9
