2222 SECTION 1. SHORT TITLE. 3
2323 This Act may be cited as the ‘‘Defending America’s 4
2424 Future Elections Act’’. 5
2525 SEC. 2. FINDINGS. 6
2626 Congress makes the following findings: 7
2727 (1) Article 1, section 4 of the Constitution of 8
2828 the United States clearly demonstrates the time, 9

3838 (3) The National Voter Registration Act of 7
3939 1993 established certain voter registration require-8
4040 ments and does not require documentary proof of 9
4141 citizenship on the National Mail Voter Registration 10
4242 Form. 11
4343 (4) On October 29, 2002, President George W. 12
4444 Bush signed the Help America Vote Act of 2002 13
4545 (Public Law 107–252), which was passed on an 14
4646 overwhelmingly bipartisan basis. 15
4747 (5) The Help America Vote Act of 2002 estab-16
4848 lished the Election Assistance Commission, an inde-17
4949 pendent and evenly divided bipartisan agency to as-18
5050 sist States with new standards and improve election 19
5151 administration. 20
5252 (6) Executive Order 14248 (90 Fed. Reg. 21
5353 14005), issued by President Trump on March 25, 22
5454 2025, entitled ‘‘Preserving and Protecting the Integ-23
5555 rity of American Elections’’, exceeds the authority of 24
5656 the Executive Branch, is illegal and unconstitutional, 25

6262 SEC. 3. REPEAL OF EXECUTIVE ORDER. 3
6363 Executive Order 14248 (90 Fed. Reg. 14005) shall 4
6464 have no force or effect and no Federal funds may be used 5
6565 to implement, administer, enforce, or carry out such Exec-6
6666 utive order. 7
6767 SEC. 4. PROHIBITION ON USE OF FUNDS. 8
6868 Notwithstanding any other provision of law, no Fed-9
6969 eral funds may be appropriated or transferred to, or used 10
7070 by, the Department of Government Efficiency to access 11
7171 each State’s voter registration lists, records concerning 12
7272 voter list maintenance activities, Federal immigration 13
7373 databases, or other public or private State records related 14
7474 to Federal elections. 15
