A BILL 
To repeal an executive order relating to Federal elections, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Defending America’s 4
Future Elections Act’’. 5
SEC. 2. FINDINGS. 6
Congress makes the following findings: 7
(1) Article 1, section 4 of the Constitution of 8
the United States clearly demonstrates the time, 9

place, and manner of elections lie with Congress and 1
the States, not with the President. 2
(2) On May 20, 1993, President William J. 3
Clinton signed the National Voter Registration Act 4
of 1993 (Public Law 103–31), which was passed 5
with bipartisan support. 6
(3) The National Voter Registration Act of 7
1993 established certain voter registration require-8
ments and does not require documentary proof of 9
citizenship on the National Mail Voter Registration 10
Form. 11
(4) On October 29, 2002, President George W. 12
Bush signed the Help America Vote Act of 2002 13
(Public Law 107–252), which was passed on an 14
overwhelmingly bipartisan basis. 15
(5) The Help America Vote Act of 2002 estab-16
lished the Election Assistance Commission, an inde-17
pendent and evenly divided bipartisan agency to as-18
sist States with new standards and improve election 19
administration. 20
(6) Executive Order 14248 (90 Fed. Reg. 21
14005), issued by President Trump on March 25, 22
2025, entitled ‘‘Preserving and Protecting the Integ-23
rity of American Elections’’, exceeds the authority of 24
the Executive Branch, is illegal and unconstitutional, 25

and would disenfranchise millions of American vot-1
ers. 2
SEC. 3. REPEAL OF EXECUTIVE ORDER. 3
Executive Order 14248 (90 Fed. Reg. 14005) shall 4
have no force or effect and no Federal funds may be used 5
to implement, administer, enforce, or carry out such Exec-6
utive order. 7
SEC. 4. PROHIBITION ON USE OF FUNDS. 8
Notwithstanding any other provision of law, no Fed-9
eral funds may be appropriated or transferred to, or used 10
by, the Department of Government Efficiency to access 11
each State’s voter registration lists, records concerning 12
voter list maintenance activities, Federal immigration 13
databases, or other public or private State records related 14
to Federal elections. 15
