To permanently extend the exemption from the engine com-
partment portion of the pre-trip vehicle inspection skills 
testing requirement for school bus drivers, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Driving Forward Act’’. 4

SEC. 2. PERMANENT EXTENSION OF EXEMPTION FROM 1
UNDER-THE-HOOD INSPECTION TESTING RE-2
QUIREMENT FOR SCHOOL BUS DRIVERS. 3
(a) I
NGENERAL.—The Secretary of Transportation 4
shall make permanent the exemption relating to pre-trip 5
vehicle inspection skills test requirements for certain 6
school bus drivers, as published in the Federal Register 7
on December 2, 2024 (89 Fed. Reg. 95348), including the 8
terms and conditions of the exemption described in para-9
graphs 2., 3., 4., 5., and 6. of section VII. B. of the notice 10
granting the exemption (89 Fed. Reg. 95351). 11
(b) R
EPORTING.—For the 6-year period beginning on 12
the date of enactment of this Act, the Secretary of Trans-13
portation shall require any State that participates in the 14
exemption described in subsection (a) to submit to the 15
Secretary an annual report for each those 6 years describ-16
ing the number of drivers that obtain a commercial driv-17
ers’ license under such exemption in the State. 18
