2323 SECTION 1. SHORT TITLE. 3
2424 This Act may be cited as the ‘‘25th Anniversary of 4
2525 9/11 Commemorative Coin Act’’. 5
2626 SEC. 2. FINDINGS. 6
2727 Congress finds the following: 7

3131 (1) On September 11, 2001, the United States 1
3232 suffered the deadliest terrorist attacks on United 2
3333 States soil (referred to in this section as ‘‘the at-3
3434 tacks’’). 4
3535 (2) 2,977 people were killed during the attacks, 5
3636 marking the single worst foreign attack on United 6
3737 States soil since Pearl Harbor in 1941. 7
3838 (3) In New York City, 2 planes hit the Twin 8
3939 Towers during the attacks, causing both 110-story 9
4040 towers to collapse in less than 2 hours, as well as 10
4141 destroying 5 other buildings in the World Trade 11
4242 Center complex, leaving a death toll of 2,753 people, 12
4343 including all passengers and crew members of Amer-13
4444 ican Airlines Flight 11 and all passengers and crew 14
4545 members of United Airlines Flight 175. 15
4646 (4) During the attacks, American Airlines 16
4747 Flight 77 struck the side of the Pentagon, killing 17
4848 184 passengers, crew members, and personnel. 18
4949 (5) In Pennsylvania, during the attacks, United 19
5050 Airlines Flight 93 crashed near Shanksville, killing 20
5151 all 40 passengers and crew members. 21
5252 (6) The attacks took the lives of 441 first re-22
5353 sponders in New York, specifically 343 firefighters 23
5454 from the New York City Fire Department, 37 offi-24
5555 cers from the Port Authority Police Department, 23 25

6060 and 38 individuals from other agencies. 2
6161 (7) The collapse of the towers following the at-3
6262 tacks created massive dust clouds that left hundreds 4
6363 of densely populated city blocks covered with harm-5
6464 ful contaminants, exposing first responders, local 6
6565 workers, residents, and students. 7
6666 (8) More than 2 decades after these horrific 8
6767 terrorist attacks took place, the ongoing physical 9
6868 and mental health impacts continue to deeply affect 10
6969 tens of thousands of individuals across the country 11
7070 who were in lower Manhattan and the surrounding 12
7171 area following the attacks, as well as those from 13
7272 around the country who participated in the rescue, 14
7373 recovery, and relief efforts, due to their exposure to 15
7474 the dust, smoke, and debris. Thousands of others 16
7575 have died due to illnesses and injuries relating to the 17
7676 attacks. 18
7777 (9) The National September 11 Memorial and 19
7878 Museum at the World Trade Center is continuously 20
7979 dedicated to remembering, reflecting, and educating 21
8080 for many generations to come so that the story of 22
8181 September 11, 2001, is never forgotten. 23
8282 (10) The National September 11 Memorial and 24
8383 Museum at the World Trade Center is committed to 25

9191 SEC. 3. COIN SPECIFICATIONS. 5
9292 (a) D
9393 ENOMINATIONS.—The Secretary of the Treas-6
9494 ury (referred to in this Act as the ‘‘Secretary’’) shall mint 7
9595 and issue the following coins in commemoration of the 8
9696 25th anniversary of the September 11, 2001, terrorist at-9
9797 tacks on the United States and the establishment of the 10
9898 National September 11 Memorial and Museum at the 11
9999 World Trade Center: 12
100100 (1) $5
101101 GOLD COINS.—Not more than 50,000 $5 13
102102 coins, each of which shall— 14
103103 (A) weigh 8.359 grams; 15
104104 (B) have a diameter of 0.850 inches; and 16
105105 (C) contain not less than 90 percent gold. 17
106106 (2) $1
107107 SILVER COINS.—Not more than 400,000 18
108108 $1 coins, each of which shall— 19
109109 (A) weigh 26.73 grams; 20
110110 (B) have a diameter of 1.500 inches; and 21
111111 (C) contain not less than 90 percent silver. 22

113113 EGALTENDER.—The coins minted under this 23
114114 Act shall be legal tender, as provided in section 5103 of 24
115115 title 31, United States Code. 25

120120 5134 and 5136 of title 31, United States Code, all coins 2
121121 minted under this Act shall be considered to be numis-3

123123 SEC. 4. DESIGN OF COINS. 5

125125 ESIGNREQUIREMENTS.— 6

127127 N GENERAL.—The designs of the coins 7
128128 minted under this Act shall be emblematic of the 8
129129 courage, sacrifice, and strength of those individuals 9
130130 who perished in the terrorist attacks of September 10
131131 11, 2001, the bravery of those who risked their lives 11
132132 to save others that day, and the endurance, resil-12
133133 ience, and hope of those who survived. At least 1 13
134134 such coin shall bear the inscription ‘‘Never Forget’’. 14
135135 (2) D
136136 ESIGNS AND INSCRIPTIONS.—On each coin 15
137137 minted under this Act, there shall be— 16
138138 (A) a designation of the value of the coin; 17
139139 (B) inscriptions of the words ‘‘Liberty’’, 18
140140 ‘‘In God We Trust’’, ‘‘United States of Amer-19
141141 ica’’, and ‘‘E Pluribus Unum’’; and 20
142142 (C) an inscription of the words ‘‘25th An-21
143143 niversary’’. 22

145145 ELECTION.—The designs for the coins minted 23
146146 under this Act shall be— 24

157157 SEC. 5. ISSUANCE OF COINS. 8

159159 UALITY OFCOINS.—The coins minted under 9
160160 this Act shall be issued in uncirculated and proof qualities. 10
161161 (b) S
162162 ENSE OFCONGRESS.—It is the sense of Con-11
163163 gress that the coins minted under this Act should be 12
164164 struck at the United States Mint at West Point, New 13
165165 York, to the greatest extent possible. 14

167167 ERIOD FORISSUANCE.—The Secretary may 15
168168 issue coins minted under this Act only during the 1-year 16
169169 period beginning on January 1, 2027. 17
170170 SEC. 6. SALE OF COINS. 18
171171 (a) S
172172 ALEPRICE.—The coins issued under this Act 19
173173 shall be sold by the Secretary at the price equal to the 20
174174 sum of— 21
175175 (1) the face value of the coins; 22
176176 (2) the surcharge provided in section 7(a) with 23
177177 respect to the coins; and 24

185185 ULKSALES.—The Secretary shall make bulk 4
186186 sales of the coins issued under this Act at a reasonable 5
187187 discount. 6

189189 REPAIDORDERS.— 7
190190 (1) I
191191 N GENERAL.—The Secretary shall accept 8
192192 prepaid orders for the coins minted under this Act 9
193193 before the issuance of the coins. 10
194194 (2) D
195195 ISCOUNT.—Sale prices with respect to pre-11
196196 paid orders under paragraph (1) shall be at a rea-12
197197 sonable discount. 13
198198 SEC. 7. SURCHARGES. 14
199199 (a) I
200200 NGENERAL.—All sales of coins issued under this 15
201201 Act shall include a surcharge of— 16
202202 (1) $35 per coin for the $5 gold coin; and 17
203203 (2) $10 per coin for the $1 silver coin. 18

205205 ISTRIBUTION.—Subject to section 5134(f)(1) of 19
206206 title 31, United States Code, all surcharges received by 20
207207 the Secretary from the sale of coins issued under this Act 21
208208 shall be promptly paid by the Secretary to the National 22
209209 September 11 Memorial and Museum at the World Trade 23
210210 Center to support the operations and maintenance of the 24

217217 UDITS.—The National September 11 Memorial 3
218218 and Museum at the World Trade Center shall be subject 4
219219 to the audit requirements of section 5134(f)(2) of title 31, 5
220220 United States Code, with regard to the amounts received 6
221221 under subsection (b). 7

223223 IMITATION.— 8
224224 (1) I
225225 N GENERAL.—Notwithstanding subsection 9
226226 (a), no surcharge may be included with respect to 10
227227 the issuance under this Act of any coin during a cal-11
228228 endar year if, as of the time of that issuance, the 12
229229 issuance of that coin would result in the number of 13
230230 commemorative coin programs issued during that 14
231231 year to exceed the annual 2 commemorative coin 15
232232 program issuance limitation under section 16
233233 5112(m)(1) of title 31, United States Code. 17
234234 (2) G
235235 UIDANCE.—The Secretary may issue guid-18
236236 ance to carry out this subsection. 19
237237 SEC. 8. FINANCIAL ASSURANCES. 20
238238 The Secretary shall take such actions as may be nec-21
239239 essary to ensure that— 22
240240 (1) minting and issuing coins under this Act re-23
241241 sult in no net cost to the Federal Government; and 24

245245 (2) no funds, including applicable surcharges, 1
246246 are disbursed to any recipient designated in section 2
247247 7(b) until the total cost of designing and issuing all 3
248248 of the coins authorized by this Act, including labor, 4
249249 materials, dies, use of machinery, overhead expenses, 5
250250 marketing, and shipping, is recovered by the United 6
251251 States Treasury, consistent with sections 5112(m) 7
252252 and 5134(f) of title 31, United States Code. 8
