18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Smithsonian American 4
22	22	Women’s History Museum Act’’. 5
23	23	SEC. 2. SITE OF SMITHSONIAN AMERICAN WOMEN’S HIS-6
24	24	TORY MUSEUM. 7
25	25	(a) A

31	31	(1) IN GENERAL.—Notwithstanding any other 1
32	32	provision of law or regulation, including section 2
33	33	8908(c) of title 40, United States Code, the Smith-3
34	34	sonian American Women’s History Museum may be 4
35	35	located within the Reserve (as defined in section 5
36	36	8902(a) of title 40, United States Code). 6

39	39	107(d) of division T of the Consolidated Appropria-8
40	40	tions Act, 2021 (20 U.S.C. 80t–5(d)) is amended by 9
41	41	striking ‘‘, except that’’ and all that follows and in-10

53	53	OTIFICATION TO OTHER AGENCY OR EN -18
54	54	TITY.—The Board of Regents shall not designate a 19
55	55	site for the Museum that is under the administrative 20
56	56	jurisdiction of another Federal agency or entity 21
57	57	without first notifying the head of the Federal agen-22
58	58	cy or entity. 23

60	60	OTIFICATION TO COMMITTEES .—Once 24
61	61	notified under paragraph (1), the head of the Fed-25

66	66	notification to the Chair and ranking minority mem-2
67	67	bers of the Committee on Rules and Administration, 3
68	68	the Committee on Appropriations, and the Com-4
69	69	mittee on Energy and Natural Resources of the Sen-5
70	70	ate, and the Committee on House Administration, 6
71	71	the Committee on Natural Resources, the Committee 7
72	72	on Transportation and Infrastructure, and the Com-8
73	73	mittee on Appropriations of the House of Represent-9
74	74	atives, stating that the Federal agency or entity was 10
75	75	notified by the Board of Regents that a site under 11
76	76	its jurisdiction was designated and that a transfer 12
77	77	will be initiated as soon as practicable. 13
78	78	‘‘(3) T
79	79	RANSFER.—As soon as practicable after 14
80	80	the date on which the individuals described in para-15
81	81	graph (2) receive the written notification described 16
82	82	in such subparagraph, the head of the Federal agen-17
83	83	cy or entity shall transfer to the Smithsonian Insti-18
84	84	tution its administrative jurisdiction over the land or 19
85	85	structure that has been designated as the site for 20
86	86	the Museum.’’. 21

100	100	N GENERAL.—The Council shall en-5
101	101	sure that the exhibits and programs of the Mu-6
102	102	seum accurately and comprehensively represent 7
103	103	the varied cultures, histories, events, and values 8
104	104	held by women in the United States. 9
105	105	‘‘(B) S
106	106	PECIFIC REQUIREMENTS .—In car-10
107	107	rying out its duties, the Council shall ensure 11
108	108	that it seeks and utilizes to its maximum ability 12
109	109	guidance from a broad array of knowledgeable 13
110	110	and respected sources reflecting the diversity of 14
111	111	the political viewpoints and authentic experi-15
112	112	ences held by women in the United States, and 16
113	113	shall seek such guidance for both the creation 17
114	114	and substantial revision of exhibits and pro-18
115	115	grams. 19
116	116	‘‘(C) D
117	117	EFINITIONS.—In this subpara-20
118	118	graph— 21
119	119	‘‘(i) the term ‘broad array’ means a 22
120	120	range of experts and publications that rep-23
121	121	resent the broad spectrum of communities 24
122	122	of women, to include varied viewpoints, po-25

127	127	ences in the United States; and 2
128	128	‘‘(ii) the term ‘knowledgeable and re-3
129	129	spected source’ means an individual who 4
130	130	has gained through education, publication, 5
131	131	or witnessing an important or historical 6
132	132	event, the ability to advise on at least one 7
133	133	unique viewpoint or experience of a par-8
134	134	ticular community of women in the United 9
135	135	States, and whose knowledge has been re-10
136	136	lied upon by a notable segment of that 11
137	137	community for education, heritage preser-12
138	138	vation, or historical purposes, and includes 13
139	139	the work of such an individual which re-14
140	140	flects such ability and knowledge.’’. 15

142	142	EPORTS TOCONGRESS.—Not later than 120 16
143	143	days after the date of enactment of this Act and every 17
144	144	2 years thereafter, the Secretary of the Smithsonian shall 18
145	145	submit to the Committee on Natural Resources of the 19
146	146	House of Representatives, the Committee on Energy and 20
147	147	Natural Resources of the Senate, the Committee on House 21
148	148	Administration of the House of Representatives, the Com-22
149	149	mittee on Rules and Administration of the Senate, the 23
150	150	Committee on Transportation and Infrastructure of the 24
151	151	House of Representatives, the Committee on Appropria-25

156	156	on Appropriations of the Senate, a report on actions taken 2
157	157	by the Director of the Smithsonian American Women’s 3
158	158	History Museum and the Council of the Museum to com-4
159	159	ply with the requirements of the amendments made by 5
160	160	subsection (c), including a description of actions taken 6
161	161	with respect to substantial revisions of current exhibits 7
162	162	and programs as well the planning of future exhibits and 8
163	163	programs. 9

165	165	FFECTIVEDATE.—This section and the amend-10
166	166	ments made by this section shall take effect as if included 11
167	167	in the enactment of title I of division T of the Consolidated 12
168	168	Appropriations Act, 2021 (20 U.S.C. 80t et seq.). 13
