Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Smithsonian American 4 Women’s History Museum Act’’. 5 SEC. 2. SITE OF SMITHSONIAN AMERICAN WOMEN’S HIS-6 TORY MUSEUM. 7 (a) A UTHORIZINGSITEWITHINRESERVE OFNA-8 TIONALMALL.— 9 VerDate Sep 11 2014 10:30 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1303.IS S1303 mprince on LAP1J3WLY3PROD with $$_JOB 2 •S 1303 IS (1) IN GENERAL.—Notwithstanding any other 1 provision of law or regulation, including section 2 8908(c) of title 40, United States Code, the Smith-3 sonian American Women’s History Museum may be 4 located within the Reserve (as defined in section 5 8902(a) of title 40, United States Code). 6 (2) C ONFORMING AMENDMENT .—Section 7 107(d) of division T of the Consolidated Appropria-8 tions Act, 2021 (20 U.S.C. 80t–5(d)) is amended by 9 striking ‘‘, except that’’ and all that follows and in-10 serting a period. 11 (b) U SE OFSITEUNDER THEJURISDICTION OFAN-12 OTHERFEDERALAGENCY.—Section 107(b) of division T 13 of the Consolidated Appropriations Act, 2021 (20 U.S.C. 14 80t–5(b) is amended to read as follows: 15 ‘‘(b) S ITEUNDER THEJURISDICTION OFANOTHER 16 F EDERALAGENCY.— 17 ‘‘(1) N OTIFICATION TO OTHER AGENCY OR EN -18 TITY.—The Board of Regents shall not designate a 19 site for the Museum that is under the administrative 20 jurisdiction of another Federal agency or entity 21 without first notifying the head of the Federal agen-22 cy or entity. 23 ‘‘(2) N OTIFICATION TO COMMITTEES .—Once 24 notified under paragraph (1), the head of the Fed-25 VerDate Sep 11 2014 10:30 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1303.IS S1303 mprince on LAP1J3WLY3PROD with $$_JOB 3 •S 1303 IS eral agency or entity shall promptly submit written 1 notification to the Chair and ranking minority mem-2 bers of the Committee on Rules and Administration, 3 the Committee on Appropriations, and the Com-4 mittee on Energy and Natural Resources of the Sen-5 ate, and the Committee on House Administration, 6 the Committee on Natural Resources, the Committee 7 on Transportation and Infrastructure, and the Com-8 mittee on Appropriations of the House of Represent-9 atives, stating that the Federal agency or entity was 10 notified by the Board of Regents that a site under 11 its jurisdiction was designated and that a transfer 12 will be initiated as soon as practicable. 13 ‘‘(3) T RANSFER.—As soon as practicable after 14 the date on which the individuals described in para-15 graph (2) receive the written notification described 16 in such subparagraph, the head of the Federal agen-17 cy or entity shall transfer to the Smithsonian Insti-18 tution its administrative jurisdiction over the land or 19 structure that has been designated as the site for 20 the Museum.’’. 21 (c) E NSURINGDIVERSITY OF POLITICALVIEW-22 POINTS AND AUTHENTIC EXPERIENCES.—Section 23 104(b)(4) of division T of the Consolidated Appropriations 24 VerDate Sep 11 2014 10:30 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1303.IS S1303 mprince on LAP1J3WLY3PROD with $$_JOB 4 •S 1303 IS Act, 2021 (20 U.S.C. 80t–2(b)(4) is amended to read as 1 follows: 2 ‘‘(4) E NSURING DIVERSITY OF POLITICAL VIEW -3 POINTS AND AUTHENTIC EXPERIENCES .— 4 ‘‘(A) I N GENERAL.—The Council shall en-5 sure that the exhibits and programs of the Mu-6 seum accurately and comprehensively represent 7 the varied cultures, histories, events, and values 8 held by women in the United States. 9 ‘‘(B) S PECIFIC REQUIREMENTS .—In car-10 rying out its duties, the Council shall ensure 11 that it seeks and utilizes to its maximum ability 12 guidance from a broad array of knowledgeable 13 and respected sources reflecting the diversity of 14 the political viewpoints and authentic experi-15 ences held by women in the United States, and 16 shall seek such guidance for both the creation 17 and substantial revision of exhibits and pro-18 grams. 19 ‘‘(C) D EFINITIONS.—In this subpara-20 graph— 21 ‘‘(i) the term ‘broad array’ means a 22 range of experts and publications that rep-23 resent the broad spectrum of communities 24 of women, to include varied viewpoints, po-25 VerDate Sep 11 2014 10:30 Apr 14, 2025 Jkt 000000 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1303.IS S1303 mprince on LAP1J3WLY3PROD with $$_JOB 5 •S 1303 IS litical ideologies, cultures, and lived experi-1 ences in the United States;
