| 41 | 41 | | Not later than 3 years after the date of enactment 12 |

| 42 | 42 | | of this Act, the President, acting through the Adminis-13 |

| 43 | 43 | | trator of the Federal Emergency Management Agency, 14 |
|---|
| 44 | 44 | | shall conduct and complete a rulemaking to provide cri-15 |

| 45 | 45 | | teria for the circumstances under which the Administrator 16 |

| 46 | 46 | | may recommend the President increase the Federal cost 17 |
|---|
| 47 | 47 | | share for section 420 of the Robert T. Stafford Disaster 18 |
|---|
| 48 | 48 | | Relief and Emergency Assistance Act (42 U.S.C. 5187). 19 |
