To modify the fire management assistance cost share, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fire Suppression and 4
Response Funding Assurance Act’’. 5
SEC. 2. FIRE MANAGEMENT ASSISTANCE COST SHARE. 6
(a) I
NGENERAL.—Section 420 of the Robert T. 7
Stafford Disaster Relief and Emergency Assistance Act 8
(42 U.S.C. 5187) is amended— 9

(1) by redesignating subsection (e) as sub-1
section (f); and 2
(2) by inserting after subsection (d) the fol-3
lowing: 4
‘‘(e) F
EDERALSHARE.—The Federal share of assist-5
ance under this section shall be not less than 75 percent 6
of the eligible cost of such assistance.’’. 7
(b) A
PPLICABILITY.—The amendments made by sub-8
section (a) shall only apply to amounts appropriated on 9
or after the date of enactment of this Act. 10
SEC. 3. RULEMAKING. 11
Not later than 3 years after the date of enactment 12
of this Act, the President, acting through the Adminis-13
trator of the Federal Emergency Management Agency, 14
shall conduct and complete a rulemaking to provide cri-15
teria for the circumstances under which the Administrator 16
may recommend the President increase the Federal cost 17
share for section 420 of the Robert T. Stafford Disaster 18
Relief and Emergency Assistance Act (42 U.S.C. 5187). 19
SEC. 4. POLICY UPDATE. 20
The Administrator of the Federal Emergency Man-21
agement Agency shall update the policy for grants made 22
under section 420 of the Robert T. Stafford Disaster Re-23
lief and Emergency Assistance Act (42 U.S.C. 5187), con-24
sistent with assistance provided under a major disaster 25

and emergency declaration under that Act, to provide that 1
predeployment of domestic assets by States, local, and 2
Tribal governments may be eligible for reimbursement 3
under such section 420. 4
