1919 This Act may be cited as the ‘‘International Quantum 4
2020 Research Exchange Act’’. 5

4545 term ‘‘quantum information science’’ means the use 14
4646 of the laws of quantum physics for the storage, 15
4747 transmission, manipulation, computing, or measure-16

4949 SEC. 3. DEPARTMENT OF STATE INTERNATIONAL QUAN-18
5050 TUM COOPERATION PROGRAM. 19

5252 NGENERAL.—The Secretary of State shall es-20
5353 tablish and carry out a program— 21
5454 (1) to enhance international cooperation in 22
5555 quantum information science through the competi-23
5656 tive award of matching grants to institutions of 24
5757 higher education or eligible nonprofit organizations 25

6464 programs, including exchange programs that vary in 4
6565 length from multi-day to multi-year visits. 5

6969 OORDINATION.—In carrying out the pro-7
7070 gram under subsection (a), the Secretary of State 8
7171 shall coordinate with— 9

7474 (B) the Director of the National Quantum 12
7575 Coordination Office (established under section 13
7676 102(a) of the National Quantum Initiative Act 14
7777 (15 U.S.C. 8812(a))); 15
7878 (C) the Co-Chairs of the Subcommittee on 16
7979 Quantum Information Science of the National 17
8080 Science and Technology Council (established 18
8181 under section 103(a) of the National Quantum 19
8282 Initiative Act (15 U.S.C. 8813(a)); and 20
8383 (D) the Co-Chairs of the Subcommittee on 21
8484 the Economic and Security Implications of 22

9393 TRATEGIC ALIGNMENT .—In carrying out 3
9494 the program under subsection (a), the Secretary of 4
9595 State shall— 5
9696 (A) ensure alignment with the National 6
9797 Quantum Information Science Strategy; and 7
9898 (B) only fund collaborative research pro-8
9999 grams with countries who have signed quantum 9
100100 cooperation statements with the United States. 10

102102 ESEARCH SECURITY .—The activities au-11
103103 thorized under this section shall be carried out in a 12
104104 manner consistent with the following: 13
105105 (A) Subtitle D of title VI of the Research 14
106106 and Development, Competition, and Innovation 15
107107 Act (division B of Public Law 117–167; 42 16
108108 U.S.C. 19231 et seq.). 17
109109 (B) National Security Presidential Memo-18
110110 randum–33 (relating to supported research and 19
111111 development national policy), issued January 20
112112 2021, and its implementation guidance on re-21
113113 search security and research integrity, issued 22
114114 January 2022, or any successor policy docu-23
115115 ment or guidance related to strengthening pro-24
116116 tections on research and development, funded 25

121121 ence and exploitation of foreign governments. 2

123123 ONSULTATION.—In developing and operating 3
124124 the program required under subsection (a), the Secretary 4
125125 of State shall consult with— 5
126126 (1) the appropriate congressional committees; 6
127127 (2) the Special Envoy for Critical and Emerg-7
128128 ing Technologies; 8
129129 (3) United States industry leaders; 9
130130 (4) any technology experts the Secretary con-10
131131 siders relevant, including experts from academia; 11
132132 and 12
133133 (5) representatives from any United States 13
134134 Government agency the Secretary considers relevant. 14
135135 (d) A
136136 NNUALREPORT.—Not later than 2 years after 15
137137 the date of the enactment of this Act, and annually there-16
138138 after, the Secretary shall submit to the appropriate con-17
139139 gressional committees a report that contains the following 18
140140 elements: 19
141141 (1) A description of the activities pursued under 20
142142 the authorities of this section during the prior year. 21
143143 (2) A list of priority countries with which the 22
144144 Department of State seeks to pursue increased col-23
145145 laboration on quantum information science. 24

149149 (e) AUTHORIZATION OF APPROPRIATIONS.—There is 1
150150 authorized to be appropriated to carry out the program 2
151151 required by subsection (a) $20,000,000 for fiscal year 3

154154 UNSET.—The authorities under this section shall 5
155155 terminate on the date that is 10 years after the date of 6
156156 the enactment of this title. 7
