16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘International Quantum 4
20	20	Research Exchange Act’’. 5
21	21	SEC. 2. DEFINITIONS. 6
22	22	In this Act: 7
23	23	(1) A
24	24	PPROPRIATE CONGRESSIONAL COMMIT -8
25	25	TEES.—The term ‘‘appropriate congressional com-9
26	26	mittees’’ means the following: 10

40	40	term ‘‘institution of higher education’’ has the 10
41	41	meaning given the term in section 101(a) of the 11
42	42	Higher Education Act of 1965 (20 U.S.C. 1001(a)). 12

44	44	UANTUM INFORMATION SCIENCE .—The 13
45	45	term ‘‘quantum information science’’ means the use 14
46	46	of the laws of quantum physics for the storage, 15
47	47	transmission, manipulation, computing, or measure-16
48	48	ment of information. 17
49	49	SEC. 3. DEPARTMENT OF STATE INTERNATIONAL QUAN-18
50	50	TUM COOPERATION PROGRAM. 19
51	51	(a) I
52	52	NGENERAL.—The Secretary of State shall es-20
53	53	tablish and carry out a program— 21
54	54	(1) to enhance international cooperation in 22
55	55	quantum information science through the competi-23
56	56	tive award of matching grants to institutions of 24
57	57	higher education or eligible nonprofit organizations 25

62	62	laborative research; and 2
63	63	(2) to support international scientist exchange 3
64	64	programs, including exchange programs that vary in 4
65	65	length from multi-day to multi-year visits. 5

67	67	ROGRAMALIGNMENT.— 6

69	69	OORDINATION.—In carrying out the pro-7
70	70	gram under subsection (a), the Secretary of State 8
71	71	shall coordinate with— 9
72	72	(A) the Director of the Office of Science 10
73	73	and Technology Policy; 11
74	74	(B) the Director of the National Quantum 12
75	75	Coordination Office (established under section 13
76	76	102(a) of the National Quantum Initiative Act 14
77	77	(15 U.S.C. 8812(a))); 15
78	78	(C) the Co-Chairs of the Subcommittee on 16
79	79	Quantum Information Science of the National 17
80	80	Science and Technology Council (established 18
81	81	under section 103(a) of the National Quantum 19
82	82	Initiative Act (15 U.S.C. 8813(a)); and 20
83	83	(D) the Co-Chairs of the Subcommittee on 21
84	84	the Economic and Security Implications of 22
85	85	Quantum Information Science of the National 23
86	86	Science and Technology Council (established 24

91	91	Initiative Act (15 U.S.C. 8814a(a)). 2

93	93	TRATEGIC ALIGNMENT .—In carrying out 3
94	94	the program under subsection (a), the Secretary of 4
95	95	State shall— 5
96	96	(A) ensure alignment with the National 6
97	97	Quantum Information Science Strategy; and 7
98	98	(B) only fund collaborative research pro-8
99	99	grams with countries who have signed quantum 9
100	100	cooperation statements with the United States. 10

102	102	ESEARCH SECURITY .—The activities au-11
103	103	thorized under this section shall be carried out in a 12
104	104	manner consistent with the following: 13
105	105	(A) Subtitle D of title VI of the Research 14
106	106	and Development, Competition, and Innovation 15
107	107	Act (division B of Public Law 117–167; 42 16
108	108	U.S.C. 19231 et seq.). 17
109	109	(B) National Security Presidential Memo-18
110	110	randum–33 (relating to supported research and 19
111	111	development national policy), issued January 20
112	112	2021, and its implementation guidance on re-21
113	113	search security and research integrity, issued 22
114	114	January 2022, or any successor policy docu-23
115	115	ment or guidance related to strengthening pro-24
116	116	tections on research and development, funded 25

121	121	ence and exploitation of foreign governments. 2

123	123	ONSULTATION.—In developing and operating 3
124	124	the program required under subsection (a), the Secretary 4
125	125	of State shall consult with— 5
126	126	(1) the appropriate congressional committees; 6
127	127	(2) the Special Envoy for Critical and Emerg-7
128	128	ing Technologies; 8
129	129	(3) United States industry leaders; 9
130	130	(4) any technology experts the Secretary con-10
131	131	siders relevant, including experts from academia; 11
132	132	and 12
133	133	(5) representatives from any United States 13
134	134	Government agency the Secretary considers relevant. 14
135	135	(d) A
136	136	NNUALREPORT.—Not later than 2 years after 15
137	137	the date of the enactment of this Act, and annually there-16
138	138	after, the Secretary shall submit to the appropriate con-17
139	139	gressional committees a report that contains the following 18
140	140	elements: 19
141	141	(1) A description of the activities pursued under 20
142	142	the authorities of this section during the prior year. 21
143	143	(2) A list of priority countries with which the 22
144	144	Department of State seeks to pursue increased col-23
145	145	laboration on quantum information science. 24

149	149	(e) AUTHORIZATION OF APPROPRIATIONS.—There is 1
150	150	authorized to be appropriated to carry out the program 2
151	151	required by subsection (a) $20,000,000 for fiscal year 3
152	152	2026. 4

154	154	UNSET.—The authorities under this section shall 5
155	155	terminate on the date that is 10 years after the date of 6
156	156	the enactment of this title. 7
