Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘International Quantum 4 Research Exchange Act’’. 5 SEC. 2. DEPARTMENT OF STATE INTERNATIONAL QUAN-18 TUM COOPERATION PROGRAM. 19 (a) I NGENERAL.—The Secretary of State shall es-20 tablish and carry out a program— 21 (1) to enhance international cooperation in 22 quantum information science through the competi-23 tive award of matching grants to institutions of 24 higher education or eligible nonprofit organizations 25 VerDate Sep 11 2014 09:45 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1397.IS S1397 mprince on LAP1J3WLY3PROD with $$_JOB 3 •S 1397 IS (or consortia thereof) engaged in international col-1 laborative research; and 2 (2) to support international scientist exchange 3 programs, including exchange programs that vary in 4 length from multi-day to multi-year visits. 5 (b) P ROGRAMALIGNMENT.— 6 (1) C OORDINATION.—In carrying out the pro-7 gram under subsection (a), the Secretary of State 8 shall coordinate with— 9 (A) the Director of the Office of Science 10 and Technology Policy; 11 (B) the Director of the National Quantum 12 Coordination Office (established under section 13 102(a) of the National Quantum Initiative Act 14 (15 U.S.C. 8812(a))); 15 (C) the Co-Chairs of the Subcommittee on 16 Quantum Information Science of the National 17 Science and Technology Council (established 18 under section 103(a) of the National Quantum 19 Initiative Act (15 U.S.C. 8813(a)); and 20 (D) the Co-Chairs of the Subcommittee on 21 the Economic and Security Implications of 22 Quantum Information Science of the National 23 Science and Technology Council (established 24 VerDate Sep 11 2014 09:45 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1397.IS S1397 mprince on LAP1J3WLY3PROD with $$_JOB 4 •S 1397 IS under section 105(a) of the National Quantum 1 Initiative Act (15 U.S.C. 8814a(a)). 2 (2) S TRATEGIC ALIGNMENT .—In carrying out 3 the program under subsection (a), the Secretary of 4 State shall— 5 (A) ensure alignment with the National 6 Quantum Information Science Strategy; and 7 (B) only fund collaborative research pro-8 grams with countries who have signed quantum 9 cooperation statements with the United States. 10 (3) R ESEARCH SECURITY .—The activities au-11 thorized under this section shall be carried out in a 12 manner consistent with the following: 13 (A) Subtitle D of title VI of the Research 14 and Development, Competition, and Innovation 15 Act (division B of Public Law 117–167; 42 16 U.S.C. 19231 et seq.). 17 (B) National Security Presidential Memo-18 randum–33 (relating to supported research and 19 development national policy), issued January 20 2021, and its implementation guidance on re-21 search security and research integrity, issued 22 January 2022, or any successor policy docu-23 ment or guidance related to strengthening pro-24 tections on research and development, funded 25 VerDate Sep 11 2014 09:45 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1397.IS S1397 mprince on LAP1J3WLY3PROD with $$_JOB 5 •S 1397 IS by the Federal Government, against the influ-1 ence and exploitation of foreign governments. 2 (c) C ONSULTATION.—In developing and operating 3 the program required under subsection (a), the Secretary 4 of State shall consult with— 5 (1) the appropriate congressional committees; 6 (2) the Special Envoy for Critical and Emerg-7 ing Technologies; 8 (3) United States industry leaders; 9 (4) any technology experts the Secretary con-10 siders relevant, including experts from academia; 11 and 12 (5) representatives from any United States 13 Government agency the Secretary considers relevant. 14 (d) A NNUALREPORT.—Not later than 2 years after 15 the date of the enactment of this Act, and annually there-16 after, the Secretary shall submit to the appropriate con-17 gressional committees a report that contains the following 18 elements: 19 (1) A description of the activities pursued under 20 the authorities of this section during the prior year. 21 (2) A list of priority countries with which the 22 Department of State seeks to pursue increased col-23 laboration on quantum information science. 24 VerDate Sep 11 2014 09:45 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S1397.IS S1397 mprince on LAP1J3WLY3PROD with $$_JOB 6 •S 1397 IS (e) AUTHORIZATION OF APPROPRIATIONS.—There is 1 authorized to be appropriated to carry out the program 2 required by subsection (a) $20,000,000 for fiscal year 3 2026. 4 (f) S UNSET.—The authorities under this section shall 5 terminate on the date that is 10 years after the date of 6 the enactment of this title. 7 Æ VerDate Sep 11 2014 09:45 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00006 Fmt 6652 Sfmt 6301 E:\BILLS\S1397.IS S1397 mprince on LAP1J3WLY3PROD with $$_JOB
