2323 This Act may be cited as the ‘‘Farm to Fly Act of 4

2525 SEC. 2. PURPOSES AND FINDINGS. 6

2727 URPOSES.—The purposes of this Act are as fol-7

3434 programs to foster alternative biofuels in national 3
3535 aviation, expanding the fuel supply, promoting clean 4
3636 energy sources, and supporting United States agri-5
3737 culture. 6
3838 (2) To recognize the critical role the United 7
3939 States agricultural sector plays in the production of 8
4040 sustainable aviation fuel and the importance of such 9
4141 fuel to achieving the goals of the Sustainable Avia-10
4242 tion Fuel Grand Challenge. 11

4444 INDINGS.—Congress finds the following: 12
4545 (1) Sustainable aviation fuels have the capacity 13
4646 to increase domestic energy security, support the ag-14
4747 ricultural sector, and foster the farm economy by ac-15
4848 celerating the availability of a commercially viable 16
4949 and sustainable aviation biofuel industry in the 17
5050 United States. 18
5151 (2) Sustainable aviation fuels provide a critical 19
5252 opportunity to support farmers of the United States 20
5353 and the rest of the agricultural sector in the sector’s 21
5454 partnership with the aviation sector to support rural 22
5555 economic development. 23
5656 (3) Feedstocks have been identified for sustain-24
5757 able aviation fuels due to the collective abundance 25

6363 (4) Sustainable aviation fuels will increase do-3
6464 mestic energy security and create new markets for 4
6565 farmers of the United States while providing a new 5
6666 energy resource for the aviation sector. 6
6767 SEC. 3. DEFINITIONS. 7
6868 Section 9001 of the Farm Security and Rural Invest-8
6969 ment Act of 2002 (7 U.S.C. 8101) is amended— 9
7070 (1) in paragraph (3)(B)— 10
7171 (A) in clause (iv), by inserting ‘‘and sus-11
7272 tainable aviation fuel’’ after ‘‘diesel-equivalent 12
7373 fuel’’; 13
7474 (B) by redesignating clauses (v) through 14
7575 (vii) as clauses (vi) through (viii), respectively; 15

7777 (C) by inserting after clause (iv) the fol-17

8888 ‘‘(A) IN GENERAL.—The term ‘sustainable 1
8989 aviation fuel’ means liquid fuel, the portion of 2
9090 which is not kerosene, which— 3
9191 ‘‘(i) meets the requirements of— 4
9292 ‘‘(I) ASTM International Stand-5
9393 ard D7566; or 6
9494 ‘‘(II) the Fischer Tropsch provi-7
9595 sions of ASTM International Stand-8
9696 ard D1655, Annex A1; 9
9797 ‘‘(ii) is not derived from coprocessing 10
9898 an applicable material (or materials de-11
9999 rived from an applicable material) with a 12
100100 feedstock which is not biomass; 13
101101 ‘‘(iii) is not derived from palm fatty 14
102102 acid distillates or petroleum; and 15
103103 ‘‘(iv) has been certified in accordance 16
104104 with subparagraph (B)(iii) as having a 17
105105 lifecycle greenhouse gas emissions reduc-18
106106 tion percentage of at least 50 percent. 19

131131 percentage reduction in lifecycle green-12
132132 house gas emissions achieved by such fuel 13
133133 as compared with petroleum-based jet fuel, 14
134134 as defined in accordance with— 15
135135 ‘‘(I) the most recent Carbon Off-16
136136 setting and Reduction Scheme for 17
137137 International Aviation which has been 18
138138 adopted by the International Civil 19
139139 Aviation Organization with the agree-20
140140 ment of the United States; or 21
141141 ‘‘(II) the most recent determina-22
142142 tions under the Greenhouse gases, 23
143143 Regulated Emissions, and Energy use 24
144144 in Technologies (GREET) model de-25
