17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Trade Adjustment As-4
21	21	sistance Reauthorization Act of 2025’’. 5
22	22	SEC. 2. APPLICATION OF PROVISIONS RELATING TO TRADE 6
23	23	ADJUSTMENT ASSISTANCE. 7
24	24	(a) A
25	25	PPLICABILITY OFCERTAINPROVISIONS.—Ex-8
26	26	cept as otherwise provided in this Act, the provisions of 9
27	27	chapters 2 through 6 of title II of the Trade Act of 1974, 10

36	36	under chapter 2, 3, or 6 of title II of the Trade Act 6
37	37	of 1974 on or after such date of enactment. 7

39	39	EFERENCES.—Except as otherwise provided in 8
40	40	this Act, whenever in this Act an amendment or repeal 9
41	41	is expressed in terms of an amendment to, or repeal of, 10
42	42	a provision of chapters 2 through 6 of title II of the Trade 11
43	43	Act of 1974, the reference shall be considered to be made 12
44	44	to a provision of any such chapter, as in effect on June 13
45	45	30, 2021. 14

113	113	of the enactment of this Act, the Secretary 14

116	116	adjustment assistance under section 222 of 17
117	117	the Trade Act of 1974 pursuant to a peti-18
118	118	tion described in clause (iii), the Secretary 19
119	119	shall— 20
120	120	(I) reconsider that determination; 21

122	122	(II) if the group of workers 23
123	123	meets the requirements of section 222 24
124	124	of the Trade Act of 1974, as in effect 25

140	140	LIGIBILITY FOR BENEFITS.— 11

142	142	N GENERAL.—Except as provided 12
143	143	in clause (ii), a worker certified as eligible 13
144	144	to apply for adjustment assistance under 14
145	145	section 222 of the Trade Act of 1974 pur-15
146	146	suant to a petition described in subpara-16
147	147	graph (A)(iii) shall be eligible, on and after 17
148	148	the date that is 90 days after the date of 18
149	149	the enactment of this Act, to receive bene-19
150	150	fits only under the provisions of chapter 2 20
151	151	of title II of the Trade Act of 1974, as in 21
152	152	effect on such date of enactment. 22

155	155	EFITS.—Benefits received by a worker de-24
156	156	scribed in clause (i) under chapter 2 of 25

169	169	ETITIONS FILED BEFORE JULY 1 , 2021.— 9
170	170	A worker certified as eligible to apply for adjustment 10
171	171	assistance pursuant to a petition filed under section 11
172	172	221 of the Trade Act of 1974 on or before June 30, 12
173	173	2021, shall continue to be eligible to apply for and 13
174	174	receive benefits under the provisions of chapter 2 of 14
175	175	title II of such Act, as in effect on June 30, 2021. 15

177	177	UALIFYING SEPARATIONS WITH RESPECT 16
178	178	TO PETITIONS FILED WITHIN 90 DAYS OF DATE OF 17
179	179	ENACTMENT.—Section 223(b) of the Trade Act of 18
180	180	1974, as in effect on the date of the enactment of 19
181	181	this Act, shall be applied and administered by sub-20
182	182	stituting ‘‘before July 1, 2021’’ for ‘‘more than one 21
183	183	year before the date of the petition on which such 22
184	184	certification was granted’’ for purposes of deter-23
185	185	mining whether a worker is eligible to apply for ad-24
186	186	justment assistance pursuant to a petition filed 25

206	206	Trade Act of 1974 pursuant to a petition de-14
207	207	scribed in subparagraph (C), the Secretary shall 15
208	208	make that determination based on the require-16
209	209	ments of section 251 of the Trade Act of 1974, 17
210	210	as in effect on such date of enactment. 18

213	213	CERTAIN PETITIONS.—If, before the date of the 20
214	214	enactment of this Act, the Secretary made a de-21
215	215	termination not to certify a firm as eligible to 22
216	216	apply for adjustment assistance under section 23
217	217	251 of the Trade Act of 1974 pursuant to a pe-24

227	227	tify the firm as eligible to apply for adjust-7
228	228	ment assistance. 8

230	230	ETITION DESCRIBED.—A petition de-9
231	231	scribed in this subparagraph is a petition for a 10
232	232	certification of eligibility filed by a firm or its 11
233	233	representative under section 251 of the Trade 12
234	234	Act of 1974 on or after July 1, 2021, and be-13
235	235	fore the date of the enactment of this Act. 14

237	237	ERTIFICATION OF FIRMS THAT DID NOT 15
238	238	SUBMIT PETITIONS BETWEEN JULY 1 , 2021, AND 16

243	243	graph (B) as eligible to apply for adjustment 20
244	244	assistance under section 251 of the Trade Act 21
245	245	of 1974, as in effect on the date of the enact-22
246	246	ment of this Act, if the firm or its representa-23
247	247	tive files a petition for a certification of eligi-24
248	248	bility under section 251 of the Trade Act of 25

261	261	bility under section 251 of the Trade Act 9
262	262	of 1974 on a date during the period begin-10
263	263	ning on July 1, 2021, and ending on the 11
264	264	day before the date of the enactment of 12
265	265	this Act; and 13
266	266	(ii) the provisions of chapter 3 of title 14
267	267	II of the Trade Act of 1974, as in effect 15
268	268	on such date of enactment, had been in ef-16
269	269	fect on that date during the period de-17
270	270	scribed in clause (i). 18
