A BILL 
To reauthorize the trade adjustment assistance program. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Trade Adjustment As-4
sistance Reauthorization Act of 2025’’. 5
SEC. 2. APPLICATION OF PROVISIONS RELATING TO TRADE 6
ADJUSTMENT ASSISTANCE. 7
(a) A
PPLICABILITY OFCERTAINPROVISIONS.—Ex-8
cept as otherwise provided in this Act, the provisions of 9
chapters 2 through 6 of title II of the Trade Act of 1974, 10

as in effect on June 30, 2021, and as amended by this 1
Act, shall— 2
(1) take effect on the date of the enactment of 3
this Act; and 4
(2) apply to petitions for certification filed 5
under chapter 2, 3, or 6 of title II of the Trade Act 6
of 1974 on or after such date of enactment. 7
(b) R
EFERENCES.—Except as otherwise provided in 8
this Act, whenever in this Act an amendment or repeal 9
is expressed in terms of an amendment to, or repeal of, 10
a provision of chapters 2 through 6 of title II of the Trade 11
Act of 1974, the reference shall be considered to be made 12
to a provision of any such chapter, as in effect on June 13
30, 2021. 14
SEC. 3. RENEWAL OF TRADE ADJUSTMENT ASSISTANCE 15
PROGRAM. 16
(a) T
ERMINATIONPROVISIONS.—Section 285 of the 17
Trade Act of 1974 is amended by striking ‘‘June 30, 18
2021’’ each place it appears and inserting ‘‘December 31, 19
2031’’. 20
(b) T
RAININGFUNDS.—Section 236(a)(2)(A) of the 21
Trade Act of 1974 is amended by striking ‘‘2015 through 22
2021’’ and inserting ‘‘2026 through 2032’’. 23

EEMPLOYMENT TRADEADJUSTMENTASSIST-24
ANCE.—Section 246(b)(1) of the Trade Act of 1974 is 25

WORKERS.—Section 245(a) of the Trade Act of 5
1974 is amended by striking ‘‘June 30, 2021’’ and 6
inserting ‘‘December 31, 2031’’. 7
(2) T
RADE ADJUSTMENT ASSISTANCE FOR 8
FIRMS.—Section 255(a) of the Trade Act of 1974 is 9
amended by striking ‘‘2015 through 2021’’ and in-10
serting ‘‘2026 through 2032’’. 11
(3) T
RADE ADJUSTMENT ASSISTANCE FOR 12
FARMERS.—Section 298(a) of the Trade Act of 1974 13
is amended by striking ‘‘2015 through 2021’’ and 14
inserting ‘‘2026 through 2032’’. 15

HAS NOT BEEN MADE .—If, as of the date 25

of the enactment of this Act, the Secretary 1
of Labor has not made a determination 2
with respect to whether to certify a group 3
of workers as eligible to apply for adjust-4
ment assistance under section 222 of the 5
Trade Act of 1974 pursuant to a petition 6
described in clause (iii), the Secretary shall 7
make that determination based on the re-8
quirements of section 222 of the Trade Act 9
of 1974, as in effect on such date of enact-10
ment. 11
(ii) R
ECONSIDERATION OF DENIALS 12
OF CERTIFICATIONS.—If, before the date 13
of the enactment of this Act, the Secretary 14
made a determination not to certify a 15
group of workers as eligible to apply for 16
adjustment assistance under section 222 of 17
the Trade Act of 1974 pursuant to a peti-18
tion described in clause (iii), the Secretary 19
shall— 20
(I) reconsider that determination; 21
and 22
(II) if the group of workers 23
meets the requirements of section 222 24
of the Trade Act of 1974, as in effect 25

on such date of enactment, certify the 1
group of workers as eligible to apply 2
for adjustment assistance. 3
(iii) P
ETITION DESCRIBED.—A peti-4
tion described in this clause is a petition 5
for a certification of eligibility for a group 6
of workers filed under section 221 of the 7
Trade Act of 1974 on or after July 1, 8
2021, and before the date of the enactment 9
of this Act. 10
(B) E
LIGIBILITY FOR BENEFITS.— 11
(i) I
N GENERAL.—Except as provided 12
in clause (ii), a worker certified as eligible 13
to apply for adjustment assistance under 14
section 222 of the Trade Act of 1974 pur-15
suant to a petition described in subpara-16
graph (A)(iii) shall be eligible, on and after 17
the date that is 90 days after the date of 18
the enactment of this Act, to receive bene-19
fits only under the provisions of chapter 2 20
of title II of the Trade Act of 1974, as in 21
effect on such date of enactment. 22
(ii) C
OMPUTATION OF MAXIMUM BEN -23
EFITS.—Benefits received by a worker de-24
scribed in clause (i) under chapter 2 of 25

title II of the Trade Act of 1974 before the 1
date of the enactment of this Act shall be 2
included in any determination of the max-3
imum benefits for which the worker is eli-4
gible under the provisions of chapter 2 of 5
title II of the Trade Act of 1974, as in ef-6
fect on the date of the enactment of this 7
Act. 8
(2) P
ETITIONS FILED BEFORE JULY 1 , 2021.— 9
A worker certified as eligible to apply for adjustment 10
assistance pursuant to a petition filed under section 11
221 of the Trade Act of 1974 on or before June 30, 12
2021, shall continue to be eligible to apply for and 13
receive benefits under the provisions of chapter 2 of 14
title II of such Act, as in effect on June 30, 2021. 15
(3) Q
UALIFYING SEPARATIONS WITH RESPECT 16
TO PETITIONS FILED WITHIN 90 DAYS OF DATE OF 17
ENACTMENT.—Section 223(b) of the Trade Act of 18
1974, as in effect on the date of the enactment of 19
this Act, shall be applied and administered by sub-20
stituting ‘‘before July 1, 2021’’ for ‘‘more than one 21
year before the date of the petition on which such 22
certification was granted’’ for purposes of deter-23
mining whether a worker is eligible to apply for ad-24
justment assistance pursuant to a petition filed 25

under section 221 of the Trade Act of 1974 on or 1
after the date of the enactment of this Act and on 2
or before the date that is 90 days after such date 3
of enactment. 4
(b) T
RADEADJUSTMENTASSISTANCE FORFIRMS.— 5
(1) C
ERTIFICATION OF FIRMS NOT CERTIFIED 6
BEFORE DATE OF ENACTMENT .— 7
(A) C
RITERIA IF A DETERMINATION HAS 8
NOT BEEN MADE.—If, as of the date of the en-9
actment of this Act, the Secretary of Commerce 10
has not made a determination with respect to 11
whether to certify a firm as eligible to apply for 12
adjustment assistance under section 251 of the 13
Trade Act of 1974 pursuant to a petition de-14
scribed in subparagraph (C), the Secretary shall 15
make that determination based on the require-16
ments of section 251 of the Trade Act of 1974, 17
as in effect on such date of enactment. 18
(B) R
ECONSIDERATION OF DENIAL OF 19
CERTAIN PETITIONS.—If, before the date of the 20
enactment of this Act, the Secretary made a de-21
termination not to certify a firm as eligible to 22
apply for adjustment assistance under section 23
251 of the Trade Act of 1974 pursuant to a pe-24

tition described in subparagraph (C), the Sec-1
retary shall— 2
(i) reconsider that determination; and 3
(ii) if the firm meets the requirements 4
of section 251 of the Trade Act of 1974, 5
as in effect on such date of enactment, cer-6
tify the firm as eligible to apply for adjust-7
ment assistance. 8
(C) P
ETITION DESCRIBED.—A petition de-9
scribed in this subparagraph is a petition for a 10
certification of eligibility filed by a firm or its 11
representative under section 251 of the Trade 12
Act of 1974 on or after July 1, 2021, and be-13
fore the date of the enactment of this Act. 14
(2) C
ERTIFICATION OF FIRMS THAT DID NOT 15
SUBMIT PETITIONS BETWEEN JULY 1 , 2021, AND 16
DATE OF ENACTMENT .— 17
(A) I
N GENERAL.—The Secretary of Com-18
merce shall certify a firm described in subpara-19
graph (B) as eligible to apply for adjustment 20
assistance under section 251 of the Trade Act 21
of 1974, as in effect on the date of the enact-22
ment of this Act, if the firm or its representa-23
tive files a petition for a certification of eligi-24
bility under section 251 of the Trade Act of 25

1974 not later than 90 days after such date of 1
enactment. 2
(B) F
IRM DESCRIBED.—A firm described 3
in this subparagraph is a firm that the Sec-4
retary determines would have been certified as 5
eligible to apply for adjustment assistance if— 6
(i) the firm or its representative had 7
filed a petition for a certification of eligi-8
bility under section 251 of the Trade Act 9
of 1974 on a date during the period begin-10
ning on July 1, 2021, and ending on the 11
day before the date of the enactment of 12
this Act; and 13
(ii) the provisions of chapter 3 of title 14
II of the Trade Act of 1974, as in effect 15
on such date of enactment, had been in ef-16
fect on that date during the period de-17
scribed in clause (i). 18
