2323 This Act may be cited as the ‘‘Midnight Rules Relief 4
2424 Act of 2025’’. 5

3131 (a) I
3232 NGENERAL.—Section 801(d) of title 5, United 4
3333 States Code, is amended by adding at the end the fol-5
3434 lowing: 6
3535 ‘‘(4) In applying section 802 to rules described under 7
3636 paragraph (1), a joint resolution of disapproval may con-8
3737 tain one or more such rules if the report under subsection 9
3838 (a)(1)(A) for each such rule was submitted during the 10
3939 final year of a President’s term.’’. 11

4141 EXT OFRESOLVINGCLAUSE.—Section 802(a) 12
4242 of title 5, United States Code, is amended— 13
4343 (1) by inserting ‘‘(1) I
4444 N GENERAL.—’’ after 14
4545 ‘‘(a)’’; 15
4646 (2) by inserting after ‘‘resolving clause of which 16
4747 is’’ the following: ‘‘(except as otherwise provided in 17
4848 this subsection)’’; and 18
4949 (3) by adding at the end the following: 19

5353 D)(4).—In the case of a joint resolution under section 21
5454 801(d)(4), the matter after the resolving clause of such 22
5555 resolution shall be as follows: ‘That Congress disapproves 23
5656 the following rules: the rule submitted by the ll relating 24
5757 to ll; and the rule submitted by the ll relating to 25
