A BILL 
To amend chapter 8 of title 5, United States Code, to provide 
for en bloc consideration in resolutions of disapproval 
for ‘‘midnight rules’’, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Midnight Rules Relief 4
Act of 2025’’. 5

SEC. 2. EN BLOC CONSIDERATION OF RESOLUTIONS OF 1
DISAPPROVAL PERTAINING TO ‘‘MIDNIGHT 2
RULES’’. 3
(a) I
NGENERAL.—Section 801(d) of title 5, United 4
States Code, is amended by adding at the end the fol-5
lowing: 6
‘‘(4) In applying section 802 to rules described under 7
paragraph (1), a joint resolution of disapproval may con-8
tain one or more such rules if the report under subsection 9
(a)(1)(A) for each such rule was submitted during the 10
final year of a President’s term.’’. 11
(b) T
EXT OFRESOLVINGCLAUSE.—Section 802(a) 12
of title 5, United States Code, is amended— 13
(1) by inserting ‘‘(1) I
N GENERAL.—’’ after 14
‘‘(a)’’; 15
(2) by inserting after ‘‘resolving clause of which 16
is’’ the following: ‘‘(except as otherwise provided in 17
this subsection)’’; and 18
(3) by adding at the end the following: 19

OINTRESOLUTIONS UNDERSECTION 20
801(
D)(4).—In the case of a joint resolution under section 21
801(d)(4), the matter after the resolving clause of such 22
resolution shall be as follows: ‘That Congress disapproves 23
the following rules: the rule submitted by the ll relating 24
to ll; and the rule submitted by the ll relating to 25
ll. Such rules shall have no force or effect.’ (The blank 26
