2424 tives of the United States of America in Congress assembled, 2
2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Bottles and 4
2727 Breastfeeding Equipment Screening Enhancement Act’’. 5

3434 The Bottles and Breastfeeding Equipment Screening 4
3535 Act (Public Law 114–293) is amended by adding at the 5
3636 end the following new sections: 6
3737 ‘‘SEC. 3. HYGIENIC HANDLING OF BREAST MILK AND BABY 7
3838 FORMULA DURING AVIATION SECURITY 8
3939 SCREENING. 9
4040 ‘‘Not later than 90 days after the date of the enact-10
4141 ment of this section and every five years thereafter, if ap-11
4242 propriate, the Administrator of the Transportation Secu-12
4343 rity Administration shall issue or update, as the case may 13
4444 be, guidance to minimize the risk for contamination of any 14
4545 breast milk, baby formula, purified deionized water for in-15
4646 fants, and juice (as well as ice packs, freezer packs, frozen 16
4747 gel packs and other accessories required to cool breast 17
4848 milk, baby formula, and juice) that is subject to re-screen-18
4949 ing or otherwise subject to additional screening. Such 19
5050 guidance shall— 20
5151 ‘‘(1) be developed in consultation with nation-21
5252 ally recognized maternal health organizations; 22
5353 ‘‘(2) ensure adherence to hygienic standards, as 23
5454 established by the Administrator, in consultation 24
5555 with nationally recognized maternal health organiza-25
5656 tions; 26

6060 ‘‘(3) ensure that, when any such re-screening or 1
6161 additional screening requires additional testing, such 2
6262 testing so adheres to such standards, to so minimize 3
6363 such risk; and 4
6464 ‘‘(4) apply to security screening personnel of 5
6565 the Administration and personnel of private security 6
6666 companies providing security screening pursuant to 7
6767 section 44920 of title 49, United States Code. 8
6868 ‘‘SEC. 4. INSPECTOR GENERAL AUDIT. 9
6969 ‘‘Not later than one year after the date of the enact-10
7070 ment of this section, the Inspector General of the Depart-11
7171 ment of Homeland Security shall submit to the Committee 12
7272 on Homeland Security of the House of Representatives 13
7373 and the Committee on Commerce, Science, and Transpor-14
7474 tation of the Senate a report containing an audit of com-15
7575 pliance with the requirements of sections 2 and 3. Such 16
7676 audit shall also include information relating to the effect 17
7777 of various types of screening technologies, including bot-18
7878 tled liquid scanners, on the screening of breast milk, baby 19
7979 formula, purified deionized water for infants, and juice (as 20
8080 well as ice packs, freezer packs, frozen gel packs and other 21
8181 accessories required to cool breast milk, baby formula, and 22
8282 juice) that is subject to re-screening or otherwise subject 23
8383 to additional screening, and the rate at which such items 24
8484 are denied entry into the sterile area (as such term is de-25
