A BILL 
To amend the Bottles and Breastfeeding Equipment Screen-
ing Act to require hygienic handling of breast milk and 
baby formula by security screening personnel of the 
Transportation Security Administration and personnel of 
private security companies providing security screening, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Bottles and 4
Breastfeeding Equipment Screening Enhancement Act’’. 5

The Bottles and Breastfeeding Equipment Screening 4
Act (Public Law 114–293) is amended by adding at the 5
end the following new sections: 6
‘‘SEC. 3. HYGIENIC HANDLING OF BREAST MILK AND BABY 7
FORMULA DURING AVIATION SECURITY 8
SCREENING. 9
‘‘Not later than 90 days after the date of the enact-10
ment of this section and every five years thereafter, if ap-11
propriate, the Administrator of the Transportation Secu-12
rity Administration shall issue or update, as the case may 13
be, guidance to minimize the risk for contamination of any 14
breast milk, baby formula, purified deionized water for in-15
fants, and juice (as well as ice packs, freezer packs, frozen 16
gel packs and other accessories required to cool breast 17
milk, baby formula, and juice) that is subject to re-screen-18
ing or otherwise subject to additional screening. Such 19
guidance shall— 20
‘‘(1) be developed in consultation with nation-21
ally recognized maternal health organizations; 22
‘‘(2) ensure adherence to hygienic standards, as 23
established by the Administrator, in consultation 24
with nationally recognized maternal health organiza-25
tions; 26

‘‘(3) ensure that, when any such re-screening or 1
additional screening requires additional testing, such 2
testing so adheres to such standards, to so minimize 3
such risk; and 4
‘‘(4) apply to security screening personnel of 5
the Administration and personnel of private security 6
companies providing security screening pursuant to 7
section 44920 of title 49, United States Code. 8
‘‘SEC. 4. INSPECTOR GENERAL AUDIT. 9
‘‘Not later than one year after the date of the enact-10
ment of this section, the Inspector General of the Depart-11
ment of Homeland Security shall submit to the Committee 12
on Homeland Security of the House of Representatives 13
and the Committee on Commerce, Science, and Transpor-14
tation of the Senate a report containing an audit of com-15
pliance with the requirements of sections 2 and 3. Such 16
audit shall also include information relating to the effect 17
of various types of screening technologies, including bot-18
tled liquid scanners, on the screening of breast milk, baby 19
formula, purified deionized water for infants, and juice (as 20
well as ice packs, freezer packs, frozen gel packs and other 21
accessories required to cool breast milk, baby formula, and 22
juice) that is subject to re-screening or otherwise subject 23
to additional screening, and the rate at which such items 24
are denied entry into the sterile area (as such term is de-25
