SHORT TITLE. 1 This Act may be cited as the ‘‘Global Health, Em-2 powerment and Rights Act’’. 3 SEC. 2. ASSISTANCE FOR FOREIGN NONGOVERNMENTAL 4 ORGANIZATIONS UNDER PART I OF THE FOR-5 EIGN ASSISTANCE ACT OF 1961. 6 Notwithstanding any other provision of law, regula-7 tion, or policy, in determining eligibility for assistance au-8 thorized under part I of the Foreign Assistance Act of 9 1961 (22 U.S.C. 2151 et seq.), foreign nongovernmental 10 organizations— 11 (1) shall not be ineligible for such assistance 12 solely on the basis of health or medical services, in-13 cluding counseling and referral services, provided by 14 such organizations with non-United States Govern-15 ment funds if such services do not violate the laws 16 of the country in which they are being provided and 17 would not violate United States Federal law if pro-18 vided in the United States; and 19 (2) shall not be subject to requirements relating 20 to the use of non-United States Government funds 21 for advocacy and lobbying activities other than those 22 that apply to United States nongovernmental organi-23 zations receiving assistance under part I of such 24 Act. 25 Æ VerDate Sep 11 2014 04:02 Feb 25, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\S280.IS S280 kjohnson on DSK7ZCZBW3PROD with $$_JOB
