A BILL 
To restrict United States voluntary and assessed 
contributions to the United Nations, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Funding Global 4
Terrorists Act of 2025’’. 5
SEC. 2. RESTRICTION ON FUNDING FOR UNITED NATIONS. 6
(a) I
NGENERAL.—The United States may not make 7
any voluntary or assessed contributions to the United Na-8
tions for assistance in Afghanistan until the Secretary of 9

State certifies to the appropriate congressional committees 1
that— 2
(1) no United States funds are used in cash 3
shipments by the United Nations into Afghanistan; 4
(2) no specially designated global terrorist orga-5
nization receives funds as a result of such cash ship-6
ments; and 7
(3) no foreign terrorist organization receives 8
funds as a result of such cash shipments. 9
(b) R
EVOCATION.—If, after making a certification 10
pursuant to subsection (a), the Secretary determines that 11
such certification is inaccurate, the Secretary shall— 12
(1) revoke such certification; and 13
(2) provide to the appropriate congressional 14
committees— 15
(A) a notification of such revocation; and 16
(B) a detailed justification for such revoca-17
tion. 18
(c) D
EFINITIONS.—In this section: 19
(1) A
PPROPRIATE CONGRESSIONAL COMMIT -20
TEES.—The term ‘‘appropriate congressional com-21
mittees’’ means— 22
(A) Committee on Foreign Relations and 23
the Committee on Appropriations of the Senate; 24

OREIGN TERRORIST ORGANIZATION .—The 4
term ‘‘foreign terrorist organization’’ means an or-5
ganization that has been designated as a foreign ter-6
rorist organization by the Secretary of State, pursu-7
ant to section 219 of the Immigration and Nation-8
ality Act (8 U.S.C. 1189). 9

PECIALLY DESIGNATED GLOBAL TER -10
RORIST ORGANIZATION .—The term ‘‘specially des-11
ignated global terrorist organization’’ means an or-12
ganization that has been designated as a specially 13
designated global terrorist pursuant to Executive 14
Order 13224 (50 U.S.C. 1701 note; relating to 15
blocking property and prohibiting transactions with 16
persons who commit, threaten to commit, or support 17
terrorism). 18
