SECTION 1. SHORT TITLE. 21
This Act may be cited as the ‘‘AM Radio for Every 22
Vehicle Act of 2025’’. 23
SEC. 2. DEFINITIONS. 24

(1) ADMINISTRATOR.—The term ‘‘Adminis-1
trator’’ means the Administrator of the Federal 2
Emergency Management Agency. 3
(2) AM 
BROADCAST BAND .—The term ‘‘AM 4
broadcast band’’ means the band of frequencies be-5
tween 535 kilohertz and 1705 kilohertz, inclusive. 6
(3) AM 
BROADCAST STATION.—The term ‘‘AM 7
broadcast station’’ means a radio broadcast station— 8
(A) licensed by the Federal Communications 9
Commission for the dissemination of radio com-10
munications intended to be received by the pub-11
lic; and 12
(B) operated on a channel in the AM broad-13
cast band. 14

PPROPRIATE COMMITTEES OF CONGRESS .— 15
The term ‘‘appropriate committees of Congress’’ 16
means— 17
(A) the Committee on Commerce, Science, 18
and Transportation of the Senate; 19
(B) the Committee on Homeland Security 20
and Governmental Affairs of the Senate; 21
(C) the Committee on Transportation and 22
Infrastructure of the House of Representatives; 23
(D) the Committee on Homeland Security 24
of the House of Representatives; and 25

OMPTROLLER GENERAL .—The term ‘‘Comp-3
troller General’’ means the Comptroller General of the 4
United States. 5
(6) D
EVICE.—The term ‘‘device’’ means a piece 6
of equipment or an apparatus that is designed— 7
(A) to receive signals transmitted by a 8
radio broadcast station; and 9
(B) to play back content or programming 10
derived from those signals. 11

IGITAL AUDIO AM BROADCAST STATION .— 12
(A) I
N GENERAL.—The term ‘‘digital audio 13
AM broadcast station’’ means an AM broadcast 14
station that uses an In Band On Channel DAB 15
System (as defined in section 73.402 of title 47, 16
Code of Federal Regulations (or a successor regu-17
lation)) for broadcasting purposes. 18
(B) E
XCLUSION.—The term ‘‘digital audio 19
AM broadcast station’’ does not include an All- 20
digital AM station (as defined in section 73.402 21
of title 47, Code of Federal Regulations (or a 22
successor regulation)). 23
(8) IPAWS.—The term ‘‘IPAWS’’ means the 24
public alert and warning system of the United States 25

ANUFACTURER.—The term ‘‘manufacturer’’ 3
has the meaning given the term in section 30102(a) 4
of title 49, United States Code. 5
(10) P
ASSENGER MOTOR VEHICLE .—The term 6
‘‘passenger motor vehicle’’ has the meaning given the 7
term in section 32101 of title 49, United States Code. 8
(11) R
ADIO BROADCAST STATION .—The term 9
‘‘radio broadcast station’’ has the meaning given the 10
term in section 3 of the Communications Act of 1934 11
(47 U.S.C. 153). 12
(12) R
ADIO STATION LICENSE.—The term ‘‘radio 13
station license’’ has the meaning given the term in 14
section 3 of the Communications Act of 1934 (47 15
U.S.C. 153). 16
(13) R
ECEIVE.—The term ‘‘receive’’ means to re-17
ceive a broadcast signal via over-the-air transmission. 18
(14) S
ECRETARY.—The term ‘‘Secretary’’ means 19
the Secretary of Transportation. 20
(15) S
IGNAL.—The term ‘‘signal’’ means radio 21
frequency energy that a holder of a radio station li-22
cense intentionally emits or causes to be emitted at a 23
specified frequency for the purpose of transmitting 24
content or programming to the public. 25

(16) STANDARD EQUIPMENT .—The term ‘‘stand-1
ard equipment’’ means motor vehicle equipment (as 2
defined in section 30102(a) of title 49, United States 3
Code) that— 4
(A) is installed as a system, part, or compo-5
nent of a passenger motor vehicle as originally 6
manufactured; and 7
(B) the manufacturer of the passenger 8
motor vehicle recommends or authorizes to be in-9
cluded in the passenger motor vehicle for no ad-10
ditional or separate monetary fee, payment, or 11
surcharge, beyond the base price of the passenger 12
motor vehicle. 13

TATE.—The term ‘‘State’’ means each 14
State of the United States, the District of Columbia, 15
each commonwealth, territory, or possession of the 16
United States, and each federally recognized Indian 17
Tribe. 18
SEC. 3. AM BROADCAST STATIONS RULE. 19
(a) R
ULEREQUIRED.—Not later than 1 year after the 20
date of enactment of this Act, the Secretary, in consultation 21
with the Administrator and the Federal Communications 22
Commission, shall issue a rule— 23
(1) requiring devices that can receive signals and 24
play content transmitted by AM broadcast stations be 25

installed as standard equipment in passenger motor 1
vehicles— 2
(A) manufactured in the United States for 3
sale in the United States, imported into the 4
United States, or shipped in interstate com-5
merce; and 6
(B) manufactured after the effective date of 7
the rule; 8
(2) requiring access to AM broadcast stations 9
through the devices required under paragraph (1) in 10
a manner that is easily accessible to drivers; and 11
(3) allowing a manufacturer to comply with that 12
rule by installing devices as described in paragraph 13
(1) that can receive signals and play content trans-14
mitted by digital audio AM broadcast stations. 15
(b) C
OMPLIANCE.— 16
(1) I
N GENERAL.—Except as provided in para-17
graph (2), in issuing the rule required under sub-18
section (a), the Secretary shall establish an effective 19
date for the rule that is not less than 2 years, but not 20
more than 3 years, after the date on which the rule 21
is issued. 22
(2) C
ERTAIN MANUFACTURERS .—In issuing the 23
rule required under subsection (a), the Secretary shall 24
establish an effective date for the rule that is at least 25

4 years after the date on which the rule is issued with 1
respect to manufacturers that manufactured not more 2
than 40,000 passenger motor vehicles for sale in the 3
United States in 2022. 4
(c) I
NTERIMREQUIREMENT.—For passenger motor ve-5
hicles manufactured after the date of enactment of this Act 6
and manufactured in the United States for sale in the 7
United States, imported into the United States, or shipped 8
in interstate commerce during the period beginning on the 9
day after the date of enactment of this Act and ending on 10
the day before the effective date of the rule issued under sub-11
section (a) that do not include devices that can receive sig-12
nals and play content transmitted by AM broadcast sta-13
tions, the manufacturer of the passenger motor vehicles— 14
(1) shall provide clear and conspicuous labeling 15
to inform purchasers of those passenger motor vehicles 16
that the passenger motor vehicles do not include de-17
vices that can receive signals and play content trans-18
mitted by AM broadcast stations; and 19
(2) may not charge an additional or separate 20
monetary fee, payment, or surcharge, beyond the base 21
price of the passenger motor vehicles, for access to AM 22
broadcast stations for the period described in this sub-23
section. 24

(d) RELATIONSHIP TOOTHERLAWS.—After the date 1
of enactment of this Act, a State or a political subdivision 2
of a State may not prescribe or continue in effect a law, 3
regulation, or other requirement applicable to access to AM 4
broadcast stations in passenger motor vehicles. 5
(e) E
NFORCEMENT.— 6
(1) C
IVIL PENALTY.—Any person who violates 7
the rule issued under subsection (a) shall be liable to 8
the United States Government for a civil penalty 9
under section 30165(a)(1) of title 49, United States 10
Code, as if that rule were a regulation described in 11
that section. 12
(2) C
IVIL ACTION.—The Attorney General may 13
bring a civil action under section 30163 of title 49, 14
United States Code, in an appropriate district court 15
of the United States to enjoin a violation of the rule 16
issued under subsection (a) of this section, as if that 17
rule were a regulation described in subsection (a)(1) 18
of that section 30163. 19

TUDY.— 20
(1) I
N GENERAL.—The Comptroller General shall 21
conduct a comprehensive study on disseminating 22
emergency alerts and warnings to the public. 23
(2) R
EQUIREMENTS.—The study required under 24
paragraph (1) shall include— 25

(i) the role of passenger motor vehicles 2
in IPAWS communications, including by 3
providing access to AM broadcast stations; 4
(ii) the advantages, effectiveness, limi-5
tations, resilience, and accessibility of exist-6
ing IPAWS communication technologies, in-7
cluding AM broadcast stations in passenger 8
motor vehicles; 9
(iii) the advantages, effectiveness, limi-10
tations, resilience, and accessibility of AM 11
broadcast stations relative to other IPAWS 12
communication technologies in passenger 13
motor vehicles; and 14
(iv) whether other IPAWS communica-15
tion technologies are capable of ensuring the 16
President (or a designee) can reach at least 17
90 percent of the population of the United 18
States at a time of crisis, including at 19
night; and 20
(B) a description of any ongoing efforts to 21
integrate new and emerging technologies and 22
communication platforms into the IPAWS 23
framework. 24

(3) CONSULTATION REQUIRED .—In conducting 1
the study required under paragraph (1), the Comp-2
troller General shall consult with— 3
(A) the Secretary of Homeland Security; 4
(B) the Federal Communications Commis-5
sion; 6
(C) the National Telecommunications and 7
Information Administration; 8
(D) the Secretary; 9
(E) Federal, State, Tribal, territorial, and 10
local emergency management officials; 11
(F) first responders; 12
(G) technology experts in resilience and ac-13
cessibility; 14
(H) radio broadcasters; 15
(I) manufacturers of passenger motor vehi-16
cles; and 17
(J) other relevant stakeholders, as deter-18
mined by the Comptroller General. 19
(4) B
RIEFING AND REPORT.— 20
(A) B
RIEFING.—Not later than 1 year after 21
the date of enactment of this Act, the Comptroller 22
General shall brief the appropriate committees of 23
Congress on the results of the study required by 24
paragraph (1), including recommendations for 25

EPORT.—Not later than 180 days 3
after the date on which the Comptroller General 4
provides the briefing required under subpara-5
graph (A), the Comptroller General shall submit 6
to the appropriate committees of Congress a re-7
port describing the results of the study required 8
under paragraph (1), including recommenda-9
tions for legislation and administrative action as 10
the Comptroller General determines appropriate. 11
(g) R
EVIEW.—Not less frequently than once every 5 12
years after the date on which the Secretary issues the rule 13
required by subsection (a), the Secretary, in coordination 14
with the Administrator and the Federal Communications 15
Commission, shall submit to the appropriate committees of 16
Congress a report that shall include an assessment of— 17
(1) the impacts of the rule issued under that sub-18
section, including the impacts on public safety; and 19
(2) possible changes to IPAWS communication 20
technologies that would enable resilient and accessible 21
alerts to drivers and passengers of passenger motor 22
vehicles. 23
(h) S
UNSET.—The rule issued pursuant to subsection 24
(a) shall sunset and no longer be in effect on the date that 25
