18	18	on the use of funds for abortions and involuntary steri-
19	19	lizations, and for other purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘American Values Act’’. 4
24	24	SEC. 2. PERMANENT ENACTMENT OF CERTAIN GENERAL 5
25	25	PROVISIONS. 6
26	26	(a) F
27	27	OREIGNASSISTANCEACT OF1961.—Section 7
28	28	104(f) of the Foreign Assistance Act of 1961 (22 U.S.C. 8
29	29	2151b(f)) is amended to read as follows: 9

33	33	‘‘(f) PROHIBITION ONUSE OFFUNDS FORABOR-1
34	34	TIONS ANDINVOLUNTARYSTERILIZATIONS.—None of the 2
35	35	funds authorized to be appropriated or otherwise made 3
36	36	available to carry out this Act may be made available— 4
37	37	‘‘(1) to pay for the performance of abortions as 5
38	38	a method of family planning or to motivate or coerce 6
39	39	any person to practice abortions; 7
40	40	‘‘(2) to pay for the performance of involuntary 8
41	41	sterilization as a method of family planning or to co-9
42	42	erce or provide any financial incentive to any person 10
43	43	to undergo sterilizations; 11
44	44	‘‘(3) to pay for biomedical research which re-12
45	45	lates in whole or in part, to methods of, or the per-13
46	46	formance of, abortions or involuntary sterilization as 14
47	47	a means of family planning; 15
48	48	‘‘(4) to lobby for or against abortion; or 16
49	49	‘‘(5) to any organization or program which, as 17
50	50	determined by the President, supports or partici-18
51	51	pates in the management of a program of coercive 19
52	52	abortion or involuntary sterilization.’’. 20

54	54	EACECORPSACT.—Section 301(b) of the Peace 21
55	55	Corps Act (22 U.S.C. 2501a(b)) is amended by adding 22
56	56	at the end the following: 23
57	57	‘‘(3) Subject to section 614 of the Financial Services 24
58	58	and General Government Appropriations Act, 2014 (divi-25
