To permanently enact certain appropriations Act restrictions 
on the use of funds for abortions and involuntary steri-
lizations, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘American Values Act’’. 4
SEC. 2. PERMANENT ENACTMENT OF CERTAIN GENERAL 5
PROVISIONS. 6
(a) F
OREIGNASSISTANCEACT OF1961.—Section 7
104(f) of the Foreign Assistance Act of 1961 (22 U.S.C. 8
2151b(f)) is amended to read as follows: 9

‘‘(f) PROHIBITION ONUSE OFFUNDS FORABOR-1
TIONS ANDINVOLUNTARYSTERILIZATIONS.—None of the 2
funds authorized to be appropriated or otherwise made 3
available to carry out this Act may be made available— 4
‘‘(1) to pay for the performance of abortions as 5
a method of family planning or to motivate or coerce 6
any person to practice abortions; 7
‘‘(2) to pay for the performance of involuntary 8
sterilization as a method of family planning or to co-9
erce or provide any financial incentive to any person 10
to undergo sterilizations; 11
‘‘(3) to pay for biomedical research which re-12
lates in whole or in part, to methods of, or the per-13
formance of, abortions or involuntary sterilization as 14
a means of family planning; 15
‘‘(4) to lobby for or against abortion; or 16
‘‘(5) to any organization or program which, as 17
determined by the President, supports or partici-18
pates in the management of a program of coercive 19
abortion or involuntary sterilization.’’. 20
(b) P
EACECORPSACT.—Section 301(b) of the Peace 21
Corps Act (22 U.S.C. 2501a(b)) is amended by adding 22
at the end the following: 23
‘‘(3) Subject to section 614 of the Financial Services 24
and General Government Appropriations Act, 2014 (divi-25
