3030 (1) ADMINISTRATOR.—The term ‘‘Adminis-1
3131 trator’’ means the Administrator of the Small Busi-2

3434 ULE; RULE MAKING.—The terms ‘‘rule’’ 4
3535 and ‘‘rule making’’ have the meanings given those 5
3636 terms in section 551 of title 5, United States Code. 6

3838 MALL BUSINESS CONCERN .—The term 7
3939 ‘‘small business concern’’ has the meaning given the 8
4040 term in section 3 of the Small Business Act (15 9
4141 U.S.C. 632). 10

4343 MALL BUSINESS REGULATORY BUDGET .— 11
4444 The term ‘‘small business regulatory budget’’ means 12
4545 the cost to a small business concern of a rule mak-13
4646 ing conducted by the Small Business Administration, 14
4747 including the cost resulting from the issuance of any 15
4848 new rule and the cost resulting from the modifica-16
4949 tion or repeal of an existing rule. 17

5151 EQUIREMENT.—In fiscal year 2026, and in each 18
5252 fiscal year thereafter, the Administrator shall ensure that 19
5353 the small business regulatory budget for each small busi-20
5454 ness concern for the applicable fiscal year is not greater 21
5555 than 0. 22

5757 EPORT.—Not later than 60 days after the end 23
5858 of fiscal year 2025, and annually thereafter, the Adminis-24
5959 trator shall submit to Congress a report regarding rules 25
