To require the Administrator of the Small Business Adminis-
tration to ensure that the small business regulatory 
budget for a small business concern in a fiscal year 
is not greater than 0, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Small Business Regu-4
latory Reduction Act’’. 5
SEC. 2. SMALL BUSINESS ADMINISTRATION RULEMAKING 6
COSTS TO SMALL BUSINESS CONCERNS. 7

EFINITIONS.—In this section: 8

(1) ADMINISTRATOR.—The term ‘‘Adminis-1
trator’’ means the Administrator of the Small Busi-2
ness Administration. 3
(2) R
ULE; RULE MAKING.—The terms ‘‘rule’’ 4
and ‘‘rule making’’ have the meanings given those 5
terms in section 551 of title 5, United States Code. 6
(3) S
MALL BUSINESS CONCERN .—The term 7
‘‘small business concern’’ has the meaning given the 8
term in section 3 of the Small Business Act (15 9
U.S.C. 632). 10
(4) S
MALL BUSINESS REGULATORY BUDGET .— 11
The term ‘‘small business regulatory budget’’ means 12
the cost to a small business concern of a rule mak-13
ing conducted by the Small Business Administration, 14
including the cost resulting from the issuance of any 15
new rule and the cost resulting from the modifica-16
tion or repeal of an existing rule. 17
(b) R
EQUIREMENT.—In fiscal year 2026, and in each 18
fiscal year thereafter, the Administrator shall ensure that 19
the small business regulatory budget for each small busi-20
ness concern for the applicable fiscal year is not greater 21
than 0. 22
(c) R
EPORT.—Not later than 60 days after the end 23
of fiscal year 2025, and annually thereafter, the Adminis-24
trator shall submit to Congress a report regarding rules 25

issued by other Federal agencies during the preceding fis-1
cal year that have an impact on small business concerns, 2
which shall— 3
(1) include each such rule issued during the 4
preceding fiscal year; and 5
(2) be disaggregated by the Federal agency that 6
issued each such rule. 7
SEC. 3. NO ADDITIONAL FUNDS. 8
No additional funds are authorized to be appro-9
priated to carry out this Act. 10
