2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘Stop Government Re-4
2222 wards Enriching Executives in the District Act of 2025’’ 5
2323 or the ‘‘Stop GREED Act of 2025’’. 6

3131 Section 706(d) of title 38, United States Code, is 5
3232 amended by adding at the end the following: 6
3333 ‘‘(7)(A) Subject to subparagraph (B)(ii), a critical 7
3434 skill incentive may not be provided under paragraph (1) 8
3535 to an employee of the Department employed in a Senior 9
3636 Executive Service position, or a position in another com-10
3737 parable system for senior-level Government employees, as 11
3838 defined by the Secretary, whose position is at the Central 12
3939 Office of the Department, including the Veterans Health 13
4040 Administration, the Veterans Benefits Administration, 14
4141 and the National Cemetery Administration, regardless of 15
4242 the actual location where the employee performs the func-16
4343 tions of the position. 17
4444 ‘‘(B)(i) A critical skill incentive provided under para-18
4545 graph (1) to an employee of the Department employed in 19
4646 a Senior Executive Service position, or a position in an-20
4747 other comparable system for senior-level Government em-21
4848 ployees, as defined by the Secretary, not described in sub-22
4949 paragraph (A) of this paragraph may only be provided— 23
5050 ‘‘(I) on an individual basis and may not be pro-24
5151 vided to a group of such employees; and 25

5555 ‘‘(II) upon approval of the following officers or 1
5656 those serving in an acting capacity: 2
5757 ‘‘(aa) The Under Secretary for Benefits, 3
5858 the Under Secretary for Health, or the Under 4
5959 Secretary for Memorial Affairs. 5
6060 ‘‘(bb) The Assistant Secretary for Human 6
6161 Resources and Administration. 7
6262 ‘‘(cc) The Director of the Office of Man-8
6363 agement or the Chief Financial Officer. 9
6464 ‘‘(dd) The Assistant Secretary for Ac-10
6565 countability and Whistleblower Protection. 11
6666 ‘‘(ee) The General Counsel. 12
6767 ‘‘(ff) Such other officers as the Secretary 13
6868 determines appropriate. 14
6969 ‘‘(ii) In the case of an employee of the Department 15
7070 employed in a Senior Executive Service position, or a posi-16
7171 tion in another comparable system for senior-level Govern-17
7272 ment employees, as defined by the Secretary, whose posi-18
7373 tion is primarily at the Central Office of the Department, 19
7474 but who performs some portion of the employee’s job func-20
7575 tion at other facilities of the Department, as defined by 21
7676 the Secretary, not at Central Office— 22
7777 ‘‘(I) the employee shall not be considered de-23
7878 scribed in subparagraph (A) with respect to the por-24
7979 tion of the employee’s job function that is based out 25

8585 ‘‘(II) any critical skill incentive provided under 3
8686 paragraph (1) to the employee for the portion of the 4
8787 employee’s job function that is based out of facilities 5
8888 of the Department other than the Central Office 6
8989 shall be proportionate to the time spent at those De-7
9090 partment facilities. 8
9191 ‘‘(C)(i) Not later than one year after the date of the 9
9292 enactment of the Stop Government Rewards Enriching 10
9393 Executives in the District Act of 2025, and not less fre-11
9494 quently than once each year thereafter, the Secretary shall 12
9595 submit to the Committee on Veterans’ Affairs of the Sen-13
9696 ate and the Committee on Veterans’ Affairs of the House 14
9797 of Representatives an annual report on the employees of 15
9898 the Department employed in a Senior Executive Service 16
9999 position, or a position in another comparable system for 17
100100 senior-level Government employees, as defined by the Sec-18
101101 retary, who were provided a critical skill incentive under 19
102102 paragraph (1). 20
103103 ‘‘(ii) Reports submitted pursuant to clause (i) may 21
104104 be submitted by incorporating their contents into other 22
105105 congressionally mandated reports to the committees de-23
106106 scribed in such clause. 24
