| 29 | 29 | | NGENERAL.—Subsection (b) of section 1151 of 4 |

| 30 | 30 | | title 14, United States Code, is amended to read as fol-5 |

| 32 | 32 | | ‘‘(b)(1) The President may authorize exceptions to 7 |
|---|
| 33 | 33 | | the prohibition in subsection (a) when the President deter-8 |
|---|
| 34 | 34 | | mines that it is in the national security interest of the 9 |
|---|
| 35 | 35 | | United States to do so, provided that— 10 |
|---|
| 36 | 36 | | ‘‘(A) the foreign shipyard concerned is located 11 |
|---|
| 37 | 37 | | in a North Atlantic Treaty Organization member 12 |
|---|
| 38 | 38 | | country or a country in the Indo-Pacific region that 13 |
|---|
| 39 | 39 | | is party to a mutual defense treaty with the United 14 |
|---|
| 40 | 40 | | States; and 15 |
|---|
| 41 | 41 | | ‘‘(B) the cost of the construction concerned is 16 |
|---|
| 42 | 42 | | less than the cost would be if such construction oc-17 |
|---|
| 43 | 43 | | curred in a domestic shipyard. 18 |
|---|
| 44 | 44 | | ‘‘(2) The President shall transmit notice to Congress 19 |
|---|
| 45 | 45 | | of any such determination, and no contract may be made 20 |
|---|
| 46 | 46 | | pursuant to the exception authorized until the end of the 21 |
|---|
| 47 | 47 | | 30-day period beginning on the date the notice of such 22 |
|---|
| 48 | 48 | | determination is received by Congress. 23 |
|---|
| 49 | 49 | | ‘‘(3) Before the construction of a Coast Guard vessel, 24 |
|---|
| 50 | 50 | | or a major component of the hull or superstructure of a 25 |
|---|
| 51 | 51 | | Coast Guard vessel, may commence at a foreign shipyard 26 |
