1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Ensuring Account-4
2020 ability and Dignity in Government Contracting Act of 5

4343 agent of the recipient or of a subcontractor or subgrantee 13
4444 has engaged in any of the activities described in section 14
4545 106(g) of the Trafficking Victims Protection Act of 2000 15
4646 (22 U.S.C. 7104(g)) during the term of the grant, con-16
4747 tract, or cooperative agreement, the representative shall 17
4848 promptly submit to the relevant contracting or grant offi-18
4949 cer a report that describes the circumstances relating to 19
5050 such activities and the remedial actions taken to address 20
5151 such activities.’’. 21

5353 ONITORING AND INVESTIGATION OF TRAF-22
5454 FICKING INPERSONS.—Section 1704 of the National De-23
5555 fense Authorization Act for Fiscal Year 2013 (22 U.S.C. 24
5656 7104b) is amended— 25

9696 SEC. 3. OFFICE OF MANAGEMENT AND BUDGET REPORT. 10
9797 Not later than 18 months after the date of the enact-11
9898 ment of this Act, the Director of the Office of Manage-12
9999 ment and Budget shall submit to Congress a report on 13
100100 the feasibility of— 14
101101 (1) amending section 1703 of the National De-15
102102 fense Authorization Act for Fiscal Year 2013 (22 16
103103 U.S.C. 7104a), as amended by section 2(a) of this 17
104104 Act, to require contracting officials, including those 18
105105 at the Department of Homeland Security, the De-19
106106 partment of Defense, the Department of State, and 20
107107 the United States Agency for International Develop-21
108108 ment, to assess compliance of contractor anti-traf-22
109109 ficking plans for product and service categories and 23
110110 geographic locations that Federal agencies identify 24
111111 as higher risk for human trafficking; 25

117117 mote efficiency while meeting congressional informa-3

119119 (3) requiring Federal agencies, such as the De-5
120120 partment of Homeland Security, the Department of 6
121121 Defense, the Department of State, and the United 7
122122 States Agency for International Development, to 8
123123 track and report whether contracting personnel have 9
124124 taken anti-trafficking acquisition training explaining 10
125125 their responsibilities to combat human trafficking. 11
