14	14	To provide for modifications to ending trafficking in
15	15	government contracting, and for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Ensuring Account-4
20	20	ability and Dignity in Government Contracting Act of 5
21	21	2025’’. 6
22	22	SEC. 2. MODIFICATIONS TO ENDING TRAFFICKING IN GOV-7
23	23	ERNMENT CONTRACTING. 8
24	24	(a) C
25	25	OMPLIANCEPLAN ANDCERTIFICATIONRE-9
26	26	QUIREMENT.—Section 1703 of the National Defense Au-10

31	31	is amended— 2
32	32	(1) in subsection (c), by striking ‘‘upon re-3
33	33	quest’’ and inserting ‘‘at the time each certification 4
34	34	required under subsection (a) is made and upon re-5
35	35	quest’’; and 6
36	36	(2) by adding at the end the following new sub-7
37	37	section: 8
38	38	‘‘(e) I
39	39	NCIDENTREPORTING.—If, after a grant, con-9
40	40	tract, or cooperative agreement is provided or entered into, 10
41	41	the duly designated representative of the recipient deter-11
42	42	mines that the recipient, subcontractor or subgrantee, or 12
43	43	agent of the recipient or of a subcontractor or subgrantee 13
44	44	has engaged in any of the activities described in section 14
45	45	106(g) of the Trafficking Victims Protection Act of 2000 15
46	46	(22 U.S.C. 7104(g)) during the term of the grant, con-16
47	47	tract, or cooperative agreement, the representative shall 17
48	48	promptly submit to the relevant contracting or grant offi-18
49	49	cer a report that describes the circumstances relating to 19
50	50	such activities and the remedial actions taken to address 20
51	51	such activities.’’. 21

53	53	ONITORING AND INVESTIGATION OF TRAF-22
54	54	FICKING INPERSONS.—Section 1704 of the National De-23
55	55	fense Authorization Act for Fiscal Year 2013 (22 U.S.C. 24
56	56	7104b) is amended— 25

60	60	(1) in subsection (a)(2), by inserting after the 1
61	61	first sentence the following: ‘‘In the event that a 2
62	62	duly designated representative of the recipient sub-3
63	63	mits a report described in section 1703(e), the In-4
64	64	spector General shall conduct an investigation of the 5
65	65	activities and remedial actions described in the re-6
66	66	port.’’; 7
67	67	(2) in subsection (b), by adding at the end the 8
68	68	following: ‘‘If the rationale for not completing an in-9
69	69	vestigation includes that a recipient acknowledged 10
70	70	the activity occurred and has, according to the In-11
71	71	spector General, taken appropriate corrective action 12
72	72	to remediate it, the Inspector General shall notify 13
73	73	the head of the executive agency that awarded the 14
74	74	contract, grant, or cooperative agreement and the 15
75	75	relevant agency suspension and debarment official.’’; 16
76	76	and 17
77	77	(3) in subsection (c)(1)— 18
78	78	(A) in the matter preceding subparagraph 19
79	79	(A)— 20
80	80	(i) by striking ‘‘, as amended by sec-21
81	81	tion 1702,’’ and inserting ‘‘or failed to 22
82	82	take appropriate corrective action to ad-23
83	83	dress such activities,’’; and 24

88	88	under the grant, contract, or cooperative 2
89	89	agreement until the recipient has taken ap-3
90	90	propriate remedial action,’’ after ‘‘debar-4
91	91	ment official’’; 5
92	92	(B) by striking subparagraph (C); and 6
93	93	(C) by redesignating subparagraphs (D), 7
94	94	(E), and (F) as subparagraphs (C), (D), and 8
95	95	(E), respectively. 9
96	96	SEC. 3. OFFICE OF MANAGEMENT AND BUDGET REPORT. 10
97	97	Not later than 18 months after the date of the enact-11
98	98	ment of this Act, the Director of the Office of Manage-12
99	99	ment and Budget shall submit to Congress a report on 13
100	100	the feasibility of— 14
101	101	(1) amending section 1703 of the National De-15
102	102	fense Authorization Act for Fiscal Year 2013 (22 16
103	103	U.S.C. 7104a), as amended by section 2(a) of this 17
104	104	Act, to require contracting officials, including those 18
105	105	at the Department of Homeland Security, the De-19
106	106	partment of Defense, the Department of State, and 20
107	107	the United States Agency for International Develop-21
108	108	ment, to assess compliance of contractor anti-traf-22
109	109	ficking plans for product and service categories and 23
110	110	geographic locations that Federal agencies identify 24
111	111	as higher risk for human trafficking; 25

116	116	Federal trafficking victims protection laws to pro-2
117	117	mote efficiency while meeting congressional informa-3
118	118	tion needs; and 4
119	119	(3) requiring Federal agencies, such as the De-5
120	120	partment of Homeland Security, the Department of 6
121	121	Defense, the Department of State, and the United 7
122	122	States Agency for International Development, to 8
123	123	track and report whether contracting personnel have 9
124	124	taken anti-trafficking acquisition training explaining 10
125	125	their responsibilities to combat human trafficking. 11
