5151 N GENERAL.—Subject to paragraph (3), 17
5252 there is established in the State as a unit of the Na-18
5353 tional Park System the Fort Ontario Holocaust Ref-19
5454 ugee Shelter National Historical Park. 20

5656 URPOSE.—The purpose of the National 21
5757 Historical Park is to preserve, protect, and interpret 22
5858 for the benefit of present and future generations re-23
5959 sources associated with the stories of the 982 refu-24
6060 gees from World War II who were housed at Fort 25

6767 ONDITIONS OF ESTABLISHMENT .— 3

7070 RETARY.—The National Historical Park shall 5
7171 not be established until the date on which the 6
7272 Secretary determines that a sufficient quantity 7
7373 of land or interests in land has been acquired 8
7474 from land identified as ‘‘Proposed Boundary’’ 9
7575 on the map to constitute a manageable park 10

7878 OTICE.—Not later than 30 days 12
7979 after the date on which the Secretary makes a 13
8080 determination under subparagraph (A), the 14
8181 Secretary shall publish in the Federal Register 15
8282 notice of the establishment of the National His-16

8585 AP.—The map shall be on file and avail-18

8989 OUNDARY.—The boundary of the National 21

9191 land acquired by the Secretary under this section. 23

9898 ister the National Historical Park in accordance 2

103103 (i) sections 100101(a), 100751(a), 7
104104 100752, 100753, and 102101 of title 54, 8
105105 United States Code; and 9
106106 (ii) chapters 1003 and 3201 of title 10

109109 GREEMENTS.— 12

111111 OOPERATIVE AGREEMENTS .—In ac-13
112112 cordance with section 101702 of title 54, 14
113113 United States Code, the Secretary may enter 15
114114 into cooperative agreements with the State or 16
115115 other public and private entities to provide in-17
116116 terpretive and educational services within the 18
117117 National Historical Park. 19

119119 NTERPRETATION AND RESTORATION 20
120120 AGREEMENTS.—The Secretary may enter into 21
121121 agreements to identify, interpret, and restore 22
122122 nationally significant historic or cultural re-23
123123 sources located on non-Federal land within the 24

130130 UBLIC ACCESS.—Any cooperative 3
131131 agreement entered into under subparagraph (B) 4
132132 to provide assistance to non-Federal land shall 5
133133 provide for reasonable public access to the non- 6
134134 Federal land. 7
135135 (3) A
136136 CQUISITION OF LAND.— 8
137137 (A) I
138138 N GENERAL.—Subject to subpara-9
139139 graph (B), the Secretary may acquire land and 10
140140 interests in land located within the boundary of 11
141141 the National Historical Park by— 12
142142 (i) donation; 13
143143 (ii) purchase with donated or appro-14
144144 priated funds; or 15
145145 (iii) exchange. 16

147147 IMITATION.—Any land owned by the 17
148148 State or a political subdivision of the State may 18
149149 be acquired for inclusion in the National His-19
150150 torical Park only by donation. 20

152152 ANAGEMENT PLAN .—Not later than 3 fis-21
153153 cal years after the date on which funds are made 22
154154 available to carry out this section, the Secretary, in 23
155155 consultation with the State, shall complete a general 24
