19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Fort Ontario Holo-4
23	23	caust Refugee Shelter National Historical Park Establish-5
24	24	ment Act’’. 6
25	25	SEC. 2. DEFINITIONS. 7

30	30	(1) MAP.—The term ‘‘map’’ means the map en-1
31	31	titled ‘‘Fort Ontario Holocaust Refugee Shelter Na-2
32	32	tional Historical Park Proposed Boundary’’, num-3
33	33	bered 962/194,681, and dated September 2024. 4

35	35	ATIONAL HISTORICAL PARK .—The term 5
36	36	‘‘National Historical Park’’ means the Fort Ontario 6
37	37	Holocaust Refugee Shelter National Historical Park 7
38	38	established by section 3(a)(1). 8

40	40	ECRETARY.—The term ‘‘Secretary’’ means 9
41	41	the Secretary of the Interior. 10

43	43	TATE.—The term ‘‘State’’ means the State 11

45	45	SEC. 3. ESTABLISHMENT OF FORT ONTARIO HOLOCAUST 13

49	49	STABLISHMENT.— 16

51	51	N GENERAL.—Subject to paragraph (3), 17
52	52	there is established in the State as a unit of the Na-18
53	53	tional Park System the Fort Ontario Holocaust Ref-19
54	54	ugee Shelter National Historical Park. 20

56	56	URPOSE.—The purpose of the National 21
57	57	Historical Park is to preserve, protect, and interpret 22
58	58	for the benefit of present and future generations re-23
59	59	sources associated with the stories of the 982 refu-24
60	60	gees from World War II who were housed at Fort 25

67	67	ONDITIONS OF ESTABLISHMENT .— 3

69	69	ETERMINATION BY THE SEC -4
70	70	RETARY.—The National Historical Park shall 5
71	71	not be established until the date on which the 6
72	72	Secretary determines that a sufficient quantity 7
73	73	of land or interests in land has been acquired 8
74	74	from land identified as ‘‘Proposed Boundary’’ 9
75	75	on the map to constitute a manageable park 10
76	76	unit. 11

78	78	OTICE.—Not later than 30 days 12
79	79	after the date on which the Secretary makes a 13
80	80	determination under subparagraph (A), the 14
81	81	Secretary shall publish in the Federal Register 15
82	82	notice of the establishment of the National His-16
83	83	torical Park. 17
84	84	(4) M
85	85	AP.—The map shall be on file and avail-18
86	86	able for public inspection in the appropriate offices 19
87	87	of the National Park Service. 20

89	89	OUNDARY.—The boundary of the National 21
90	90	Historical Park shall include any land or interests in 22
91	91	land acquired by the Secretary under this section. 23

98	98	ister the National Historical Park in accordance 2
99	99	with— 3
100	100	(A) this section; and 4
101	101	(B) the laws generally applicable to units 5
102	102	of the National Park System, including— 6
103	103	(i) sections 100101(a), 100751(a), 7
104	104	100752, 100753, and 102101 of title 54, 8
105	105	United States Code; and 9
106	106	(ii) chapters 1003 and 3201 of title 10
107	107	54, United States Code. 11

109	109	GREEMENTS.— 12
110	110	(A) C
111	111	OOPERATIVE AGREEMENTS .—In ac-13
112	112	cordance with section 101702 of title 54, 14
113	113	United States Code, the Secretary may enter 15
114	114	into cooperative agreements with the State or 16
115	115	other public and private entities to provide in-17
116	116	terpretive and educational services within the 18
117	117	National Historical Park. 19

119	119	NTERPRETATION AND RESTORATION 20
120	120	AGREEMENTS.—The Secretary may enter into 21
121	121	agreements to identify, interpret, and restore 22
122	122	nationally significant historic or cultural re-23
123	123	sources located on non-Federal land within the 24

130	130	UBLIC ACCESS.—Any cooperative 3
131	131	agreement entered into under subparagraph (B) 4
132	132	to provide assistance to non-Federal land shall 5
133	133	provide for reasonable public access to the non- 6
134	134	Federal land. 7

136	136	CQUISITION OF LAND.— 8
137	137	(A) I
138	138	N GENERAL.—Subject to subpara-9
139	139	graph (B), the Secretary may acquire land and 10
140	140	interests in land located within the boundary of 11
141	141	the National Historical Park by— 12
142	142	(i) donation; 13
143	143	(ii) purchase with donated or appro-14
144	144	priated funds; or 15
145	145	(iii) exchange. 16

147	147	IMITATION.—Any land owned by the 17
148	148	State or a political subdivision of the State may 18
149	149	be acquired for inclusion in the National His-19
150	150	torical Park only by donation. 20

152	152	ANAGEMENT PLAN .—Not later than 3 fis-21
153	153	cal years after the date on which funds are made 22
154	154	available to carry out this section, the Secretary, in 23
155	155	consultation with the State, shall complete a general 24
