To require the Secretary of Commerce to establish the Na-
tional Manufacturing Advisory Council within the De-
partment of Commerce, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘National Manufac-4
turing Advisory Council Act’’. 5
SEC. 2. NATIONAL MANUFACTURING ADVISORY COUNCIL. 6

(1) ADVISORY COUNCIL.—The term ‘‘Advisory 1
Council’’ means the National Manufacturing Advi-2
sory Council established under subsection (b). 3

CONOMICALLY DISTRESSED AREA .—The 7
term ‘‘economically distressed area’’ means an area 8
that meets 1 or more of the requirements described 9
in section 301(a) of the Public Works and Economic 10
Development Act of 1965 (42 U.S.C. 3161(a)). 11
(4) R
URAL AREA.—The term ‘‘rural area’’ 12
means an area located outside a metropolitan statis-13
tical area, as designated by the Office of Manage-14
ment and Budget. 15
(5) S
ECRETARY.—The term ‘‘Secretary’’ means 16
the Secretary of Commerce. 17
(b) E
STABLISHMENT.—Not later than 180 days after 18
the date of enactment of this Act, the Secretary, in con-19
sultation with the Secretary of Labor, the Secretary of De-20
fense, the Secretary of Energy, the United States Trade 21
Representative, and the Secretary of Education, shall es-22
tablish within the Department of Commerce the National 23
Manufacturing Advisory Council. 24

(c) MISSION.—The mission of the Advisory Council 1
shall be to— 2
(1) provide a forum for— 3
(A) regular communication between the 4
Federal Government and the manufacturing 5
sector, including manufacturing workers, in the 6
United States; and 7
(B) discussing and proposing solutions to 8
problems relating to the manufacturing sector 9
in the United States, including the manufac-10
turing workforce, supply chain interruptions, 11
and regulatory and other logistical challenges; 12
(2) advise the Secretary regarding policies and 13
programs of the Federal Government that affect 14
manufacturing, including the manufacturing work-15
force, in the United States; and 16
(3) annually produce a national strategic plan, 17
as described in subsection (g), that provides rec-18
ommendations to the Secretary and the appropriate 19
committees of Congress regarding how to help the 20
United States remain the preeminent destination 21
throughout the world for investment in manufac-22
turing, which shall be based on the execution of the 23
duties of the Advisory Council. 24

(d) DUTIES.—The duties of the Advisory Council 1
shall include the following: 2
(1) Meeting not less frequently than once every 3
180 days, in a manner to be determined by the Sec-4
retary and that is in compliance with chapter 10 of 5
title 5, United States Code, in order to provide inde-6
pendent advice and recommendations to the Sec-7
retary regarding issues involving manufacturing in 8
the United States. 9
(2) Identifying and assessing the impact that 10
technological developments, critical production ca-11
pacity, skill availability, investment patterns, and 12
emerging defense needs have on the manufacturing 13
competitiveness of the United States and providing 14
advice and recommendations to the Secretary re-15
garding that impact. 16
(3) Soliciting input from the public and private 17
sectors and academia relating to emerging trends in 18
manufacturing, and the responsiveness of Federal 19
programming with respect to manufacturing, and 20
providing advice and recommendations to the Sec-21
retary for areas of increased Federal attention with 22
respect to manufacturing. 23
(4) Identifying, and providing advice and rec-24
ommendations to the Secretary regarding, global 25

and domestic manufacturing trends, including on 1
matters such as supply chain interruptions, logistical 2
challenges, and demographic and technological 3
changes affecting the manufacturing base in the 4
United States. 5
(5) Providing advice and recommendations to 6
the Secretary on matters relating to investment in, 7
and support of, the manufacturing workforce in the 8
United States, including on matters such as— 9
(A) worker participation in planning for 10
the deployment of new technologies across the 11
manufacturing sector in the United States and 12
within workplaces in that sector; 13
(B) training and education priorities for 14
the Federal Government and employers to as-15
sist workers in adapting the skills and experi-16
ences of those workers to fit the demands of the 17
manufacturing sector in the United States in 18
the 21st century; 19
(C) how the development of new tech-20
nologies and processes have impacted, and will 21
impact, the manufacturing workforce of the 22
United States and the economy of the United 23
States, which shall be based on input from 24
manufacturing workers; 25

(D) policies and procedures that expand 1
access to jobs, career advancement opportuni-2
ties, and management opportunities in the man-3
ufacturing sector in the United States for low- 4
income individuals in the United States, or new 5
entrants into that sector, in both urban and 6
rural areas; and 7
(E) how to improve access to demand-driv-8
en manufacturing-related education, training, 9
and re-training for workers, including at com-10
munity and technical colleges, through other in-11
stitutions of higher education and through ap-12
prenticeships and work-based learning opportu-13
nities. 14
(6) Providing recommendations to the Secretary 15
on ways to— 16
(A) provide— 17
(i) manufacturing-related worker edu-18
cation, training, and development; and 19
(ii) entrepreneurship training relating 20
to manufacturing; 21
(B) connect individuals and businesses 22
with services described in subparagraph (A) 23
that are offered in the communities of those in-24
dividuals or businesses; 25

(C) coordinate services relating to manu-1
facturing employee engagement, including em-2
ployee ownership and workforce training; 3
(D) connect manufacturers with commu-4
nity and technical colleges, other institutions of 5
higher education, State or local workforce devel-6
opment boards established under section 101 or 7
107 of the Workforce Innovation and Oppor-8
tunity Act (29 U.S.C. 3111, 3122), labor orga-9
nizations, and nonprofit job training providers 10
to develop and support training and job place-11
ment services, and apprenticeship and online 12
learning platforms, for new and incumbent 13
manufacturing workers; 14
(E) integrate new technologies and proc-15
esses into the manufacturing sector in the 16
United States and address the workforce im-17
pacts of those new technologies and processes; 18
and 19
(F) develop best practices for manufactur-20
ers to incorporate, or transition to, employee 21
ownership structures. 22
(7) With respect to the matters described in 23
paragraphs (1) through (6), soliciting input from— 24
(A) economically distressed areas; 25

(B) geographically diverse regions of the 1
United States, including both urban and rural 2
areas; and 3
(C) areas of the United States that have 4
suffered mass layoffs in the manufacturing sec-5
tor. 6
(8) Identifying Federal, State, or other regula-7
tions that may have caused, or will cause, unneces-8
sary supply chain disruptions, impaired business op-9
erations, increased prices, or other costly burdens 10
for consumers and the manufacturing sector in the 11
United States and recommending to the Secretary 12
steps to— 13
(A) mitigate those consequences; and 14
(B) foster an environment in the United 15
States that is favorable to manufacturers, man-16
ufacturing workers, and consumers. 17
(9) Completing other specific tasks requested by 18
the Secretary. 19
(e) M
EMBERSHIP.— 20
(1) I
N GENERAL.—The Advisory Council 21
shall— 22
(A) consist of not more than 30 individuals 23
appointed by the Secretary with a balance of 24
backgrounds, experiences, and viewpoints; and 25

(B) include individuals with manufacturing 1
experience who represent— 2
(i) private industry, including small 3
and medium-sized manufacturers and any 4
relevant standards development organiza-5
tions or relevant trade associations; 6
(ii) academia; and 7
(iii) labor. 8
(2) P
UBLIC PARTICIPATION .—The Secretary 9
shall, to the maximum extent practicable, accept rec-10
ommendations from the public regarding the ap-11
pointment of individuals under paragraph (1). 12
(3) P
ERIOD OF APPOINTMENT ; VACANCIES.— 13
(A) I
N GENERAL.—Each member of the 14
Advisory Council shall be appointed by the Sec-15
retary for a term of 3 years. 16
(B) R
ENEWAL.—The Secretary may renew 17
an appointment made under subparagraph (A) 18
for not more than 2 additional terms. 19
(C) S
TAGGER TERMS.—The Secretary may 20
stagger the terms of the members of the Advi-21
sory Council to ensure that the terms of those 22
members expire during different years. 23

ACANCIES.— 24

(i) IN GENERAL.—Subject to clause 1
(ii), a member appointed to fill a vacancy 2
on the Advisory Council occurring before 3
the expiration of the term for which the 4
predecessor of the newly appointed member 5
was appointed shall be appointed only for 6
the remainder of that term of the prede-7
cessor. 8
(ii) F
URTHER SERVICE.—A member 9
of the Advisory Council who is appointed 10
for the remainder of a term of a prede-11
cessor under clause (i) may serve after the 12
expiration of that term of the predecessor 13
and until the date on which the Secretary 14
has appointed a successor. 15
(f) T
RANSFER OFFUNCTIONS.— 16
(1) I
N GENERAL.—All functions of the United 17
States Manufacturing Council of the International 18
Trade Administration of the Department of Com-19
merce, as in existence on the day before the date of 20
enactment of this Act, shall be transferred to the 21
Advisory Council. 22
(2) D
EEMING OF NAME.—Any reference in any 23
law, regulation, document, paper, or other record of 24
the United States to the United States Manufac-25

turing Council of the International Trade Adminis-1
tration of the Department of Commerce shall be 2
deemed a reference to the Advisory Council. 3
(3) E
XISTING ADVISORY COMMITTEE .—Any 4
Federal advisory committee of the Department of 5
Commerce that is operating on the day before the 6
date of enactment of this Act under a charter filed 7
in accordance with section 1008(c) of title 5, United 8
States Code, for the purpose of addressing the pur-9
poses and duties described in this section shall sat-10
isfy the requirement under subsection (b) to estab-11
lish the Advisory Council if, not later than 180 days 12
after that date of enactment, the Federal advisory 13
committee is modified, as necessary, to comply with 14
the requirements of this section. 15
(g) N
ATIONALSTRATEGICPLAN.—Not later than 16
180 days after the date on which the Advisory Council 17
holds the initial meeting of the Advisory Council, and an-18
nually thereafter, the Advisory Council shall submit to the 19
Secretary and the appropriate committees of Congress— 20
(1) a national strategic plan for manufacturing 21
in the United States that is based on the execution 22
of the duties of the Advisory Council under sub-23
section (d); and 24

(2) a detailed statement of the activities that 1
the Advisory Council conducted to carry out the du-2
ties of the Advisory Council under subsection (d). 3
(h) D
EPARTMENTAL SUPPORT.—In accordance with 4
prevailing laws and regulations, the Secretary, as the Sec-5
retary considers appropriate, shall furnish to the Advisory 6
Council relevant information that— 7
(1) is in the possession of the Department of 8
Commerce; and 9
(2) relates to the mission of the Advisory Coun-10
cil. 11
(i) N
OADDITIONALFUNDSAUTHORIZED.—No addi-12
tional funds are authorized to be appropriated to carry 13
out this section. 14
(j) S
UNSET.—The Advisory Council shall terminate 15
on September 30 of the fifth year after the year in which 16
the Advisory Council holds the first meeting of the Advi-17
sory Council. 18
