1818 This Act may be cited as the ‘‘Increasing Response 4
1919 Options and Deterrence of Missile Engagements Act of 5
2020 2025’’ or the ‘‘IRONDOME Act of 2025’’. 6

3232 rapidly expanded in quantity, diversity, and so-6

3434 (B) United States national security inter-8
3535 ests are increasingly at risk from wide-ranging 9
3636 missile arsenals that include offensive ballistic, 10
3737 cruise, and hypersonic weapons. 11
3838 (C) In support of the homeland missile de-12
3939 fense mission, continued modernization and ex-13
4040 pansion of the Ground-based Midcourse De-14
4141 fense (GMD) system will remain an essential 15
4242 element of our comprehensive missile defeat ap-16
4343 proach. In addition, the United States will also 17
4444 continue to improve defensive capabilities to ad-18
4545 dress the threat of evolving cruise missile 19
4646 strikes by any adversary against the homeland. 20
4747 (D) The continued evolution and progress 21
4848 of missiles as a principal means by which adver-22
4949 saries seek to project conventional or nuclear 23

6767 Congress finds that, in its October 2023 report, the 13

7070 (A) The United States should develop and 16
7171 field homeland integrated air and missile de-17
7272 fense (IAMD) that can deter and defeat coer-18
7373 cive attacks by Russia and China, and deter-19

145145 ENSE OF THESENATE.—It is the sense of the 6
146146 Senate that— 7
147147 (1) the threat of attack by ballistic, cruise, and 8
148148 hypersonic missiles remains a catastrophic threat 9
149149 facing the United States and defense against it is a 10
150150 form of both national security and border security; 11
151151 (2) China is rapidly expanding and modernizing 12
152152 its conventional forces to include ballistic missile sys-13
153153 tems posing an increasing threat to citizens, forces, 14
154154 and allies of the United States; 15
155155 (3) over the past 40 years, rather than less-16
156156 ening, the threat from next-generation strategic 17
157157 weapons, including hypersonic, has become more 18
158158 complex with the development of next-generation de-19
159159 livery systems by adversaries of the United States; 20
160160 (4) notwithstanding this increasing threat, 21
161161 homeland missile defense policy of the United States 22
162162 has been severely limited to staying ahead of rogue 23
163163 nation threats and accidental or unauthorized mis-24
164164 sile launches; 25

175175 (7) the Next Generation Interceptor is a top 8
176176 priority for the Missile Defense Agency and a critical 9
177177 element to increasing system reliability to build 10

180180 total domain awareness to provide early warning and 13
181181 defeat of missile threats from both the northern and 14

419419 Need (JUON) associated with homeland or forward 15

423423 Secretary uses the authority provided by paragraph 18
424424 (1), the Secretary shall, not later than 45 days after 19
425425 using the authority, submit to the congressional de-20

452452 shall, in collaboration with the Secretary of State, the Sec-14
453453 retary of Commerce, and the Secretary of the Interior, 15
454454 identify critical shortages and vulnerabilities in supply 16
455455 chains critical to missile defense component production 17
456456 and shall use all authorities available to the Secretaries 18
457457 to develop and secure such supply chains. 19

459459 EQUIREMENT FOR PROCUREMENT AND FIELD-20
460460 ING OFDIRIGIBLESTOSUPPORTMISSILEDEFENSE.— 21

462462 N GENERAL.—The Secretary of the Army 22
463463 shall procure and field dirigibles, including airships 23
