Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Increasing Response 4
Options and Deterrence of Missile Engagements Act of 5
2025’’ or the ‘‘IRONDOME Act of 2025’’. 6
SEC. 2. FINDINGS; SENSE OF THE SENATE. 7
(a) F
INDINGS.— 8

(1) MISSILE DEFENSE REVIEW .—Congress 1
finds that the 2022 Missile Defense Review found 2
the following: 3
(A) Since the release of the 2019 Missile 4
Defense Review, missile-related threats have 5
rapidly expanded in quantity, diversity, and so-6
phistication. 7
(B) United States national security inter-8
ests are increasingly at risk from wide-ranging 9
missile arsenals that include offensive ballistic, 10
cruise, and hypersonic weapons. 11
(C) In support of the homeland missile de-12
fense mission, continued modernization and ex-13
pansion of the Ground-based Midcourse De-14
fense (GMD) system will remain an essential 15
element of our comprehensive missile defeat ap-16
proach. In addition, the United States will also 17
continue to improve defensive capabilities to ad-18
dress the threat of evolving cruise missile 19
strikes by any adversary against the homeland. 20
(D) The continued evolution and progress 21
of missiles as a principal means by which adver-22
saries seek to project conventional or nuclear 23
military power makes missile defense a core de-24

terrence-by-denial component of an integrated 1
deterrence strategy. 2
(E) Missile defense capabilities add resil-3
ience and undermine adversary confidence in 4
missile use by introducing doubt and uncer-5
tainty into strike planning and execution, re-6
ducing the incentive to conduct small-scale coer-7
cive attacks, decreasing the probability of at-8
tack success, and raising the threshold of con-9
flict. 10
(2) C
ONGRESSIONAL COMMISSION ON THE 11
STRATEGIC POSTURE OF THE UNITED STATES .— 12
Congress finds that, in its October 2023 report, the 13
Congressional Commission on the Strategic Posture 14
of the United States recommended the following: 15
(A) The United States should develop and 16
field homeland integrated air and missile de-17
fense (IAMD) that can deter and defeat coer-18
cive attacks by Russia and China, and deter-19
mine the capabilities needed to stay ahead of 20
the North Korean threat. 21
(B) The Secretary of Defense should direct 22
research, development, test and evaluation into 23
advanced integrated air and missile defense ca-24
pabilities leveraging all domains, including land, 25

sea, air, and space. These activities should 1
focus on sensor architectures, integrated com-2
mand and control, interceptors, cruise and 3
hypersonic missile defenses, and area or point 4
defenses. The Department of Defense should 5
urgently pursue deployment of any capabilities 6
that prove feasible. 7
(C) The Secretary and the military depart-8
ments should transfer operations and 9
sustainment responsibility for missile defense to 10
the appropriate military departments by Octo-11
ber 1, 2024, to allow the Missile Defense Agen-12
cy (MDA) to focus on research, development, 13
prototyping, and testing. 14
(3) C
OMMISSION ON THE NATIONAL DEFENSE 15
STRATEGY.—Congress finds the following: 16
(A) In its July 2024 report, the Commis-17
sion on the National Defense Strategy found 18
the following: 19
(i) There is an increasing threat from 20
expanding ability of China, Russia, and 21
North Korea to deliver nuclear weapons 22
against the United States, including the 23
territories of the United States. 24

(ii) The military planners of the De-1
partment of Defense and United States 2
Northern Command need to prepare for a 3
worst-case scenario in which nuclear and 4
other strikes are launched against the 5
United States, which could be done in 6
large numbers with specialized delivery 7
systems. 8
(B) In the report described in subpara-9
graph (A), the Commission shared the same 10
threat assessment about missile attacks as the 11
Commission on the Strategic Posture of the 12
United States and agreed with the rec-13
ommendation that the United States should en-14
hance missile defense for the homeland. 15
(4) P
OLICY.—Congress finds that it is the pol-16
icy of the Federal Government that— 17
(A) the Federal Government will provide 18
for the common defense of the citizens of the 19
United States and the United States by deploy-20
ing and maintaining a next-generation missile 21
defense shield; 22
(B) the Federal Government will deter and 23
defend the citizens and critical infrastructure of 24

the United States against any foreign attack on 1
the United States homeland; and 2
(C) the Federal Government will guarantee 3
the secure second-strike capability of the Fed-4
eral Government. 5
(b) S
ENSE OF THESENATE.—It is the sense of the 6
Senate that— 7
(1) the threat of attack by ballistic, cruise, and 8
hypersonic missiles remains a catastrophic threat 9
facing the United States and defense against it is a 10
form of both national security and border security; 11
(2) China is rapidly expanding and modernizing 12
its conventional forces to include ballistic missile sys-13
tems posing an increasing threat to citizens, forces, 14
and allies of the United States; 15
(3) over the past 40 years, rather than less-16
ening, the threat from next-generation strategic 17
weapons, including hypersonic, has become more 18
complex with the development of next-generation de-19
livery systems by adversaries of the United States; 20
(4) notwithstanding this increasing threat, 21
homeland missile defense policy of the United States 22
has been severely limited to staying ahead of rogue 23
nation threats and accidental or unauthorized mis-24
sile launches; 25

(5) by empowering the United States with a 1
second-strike capability, the Iron Dome will deter 2
adversaries from attacks on the homeland; 3
(6) the midcourse defense system is the primary 4
system capable of defending the United States 5
homeland from long-range ballistic missile threats 6
and is critical to our national security; 7
(7) the Next Generation Interceptor is a top 8
priority for the Missile Defense Agency and a critical 9
element to increasing system reliability to build 10
warfighter competence; and 11
(8) the United States must gain and maintain 12
total domain awareness to provide early warning and 13
defeat of missile threats from both the northern and 14
southern hemispheres and from outer space. 15
SEC. 3. DEFINITIONS. 16
In this Act: 17
(1) C
ONGRESSIONAL DEFENSE COMMITTEES .— 18
The term ‘‘congressional defense committees’’ has 19
the meaning given such term in section 101(a) of 20
title 10, United States Code. 21
(2) S
ECRETARY.—The term ‘‘Secretary’’ means 22
the Secretary of Defense. 23

SEC. 4. IMPROVING UNITED STATES MISSILE DEFENSE CA-1
PABILITIES. 2
(a) P
LAN FORTRANSFER OF OPERATIONS AND 3
S
USTAINMENT OF MISSILEDEFENSE TO THE MILITARY 4
D
EPARTMENTS.— 5
(1) P
LAN REQUIRED.—Not later than 120 days 6
after the date of the enactment of this Act, the Sec-7
retary shall submit to Congress a multi-year phased 8
plan to transfer operations and sustainment respon-9
sibility for missile defense from the Missile Defense 10
Agency to the appropriate military departments to 11
allow the Missile Defense Agency to focus on re-12
search, development, and prototyping and testing. 13
(2) E
XECUTION OF PLAN.—The Secretary shall 14
execute the plan submitted pursuant to paragraph 15
(1) pursuant to a specific authorization of such plan 16
enacted after the date of the enactment of this Act. 17
(b) M
IDDLE-TIERACQUISITIONPROGRAM FOR 18
D
RONE-BASEDMISSILETHREATAUDIODETECTIONSYS-19
TEM.—The Commander of United States Northern Com-20
mand shall use a process for conducting a middle tier ac-21
quisition described in section 3602 of title 10, United 22
States Code, as added by section 804 of the Servicemem-23
ber Quality of Life Improvement and National Defense 24
Authorization Act for Fiscal Year 2025 (Public Law 118– 25
159), for rapid fielding and prototyping of a drone-based 26

network for both forward deployed armed forces and 1
homeland defense capable of detecting through audio sens-2
ing technology the approach of advanced missiles, includ-3
ing advanced cruise missiles and hypersonic missiles. 4
(c) M
IDDLE-TIERACQUISITIONPROGRAM FORPRO-5
LIFERATEDWARFIGHTERSPACEARCHITECTURE OF 6

PACEDEVELOPMENT AGENCY.—The Director of the 7
Space Development Agency shall use a process for con-8
ducting a middle tier acquisition described in section 3602 9
of title 10, United States Code, as added by section 804 10
of the Servicemember Quality of Life Improvement and 11
National Defense Authorization Act for Fiscal Year 2025 12
(Public Law 118–159), for rapid fielding of satellites and 13
associated systems for tranches 3, 4, and 5 of the pro-14
liferated warfighter space architecture of the Agency. 15
(d) R
EQUIREMENT FOR NEXTGENERATIONINTER-16
CEPTORFIELDING ANDSILOCONSTRUCTION.—The Sec-17
retary shall take such actions as may be necessary to ex-18
pand Next Generation Interceptor production and silo con-19
struction at Fort Greely, Alaska, to field a minimum of 20
80 interceptors at Fort Greely for defense of the United 21
States to be completed not later than January 1, 2038. 22

QUESTS.—For each fiscal year beginning after the date 1
of the enactment of this Act, each commander of a com-2
batant command shall include the missile defense inter-3
ceptor requirements, terrestrial-based sensor require-4
ments, and space-based sensor requirements of the com-5
batant command of the commander in the supporting in-6
formation for the Department of Defense submitted along 7
with the budget of the President to Congress for such fis-8
cal year pursuant to section 1105(a) of title 31, United 9
States Code. 10

CCELERATINGDEVELOPMENT OF GLIDEPHASE 11

NTERCEPTOR.— 12
(1) U
SE OF AUTHORITIES TO ACCELERATE DE -13
VELOPMENT.—The Secretary shall use all authori-14
ties available to the Secretary to accelerate develop-15
ment of the Glide Phase Interceptor to defend 16
against hypersonic threats to the United States 17
homeland. 18
(2) R
EPORT ON POTENTIAL FOR PARALLEL DE -19
VELOPMENT.—Not later than one year after the 20
date of the enactment of this Act, the Director of 21
the Missile Defense Agency shall submit to the Sec-22
retary a report on the potential for parallel develop-23
ment of capabilities, revised program schedule, and 24

the risk associated with pursuing only one alter-1
native for the Glide Phase Interceptor. 2

CCELERATINGPRODUCTION AND FIELDING OF 3

ERMINALHIGHALTITUDEAREADEFENSESYSTEM.— 4
The Secretary shall use all authorities available to the Sec-5
retary to accelerate the production and fielding of the Ter-6
minal High Altitude Area Defense (THAAD) system (in-7
cluding AN/TPY–2 radars) for forward deployment and 8
homeland defense as the Secretary and President consider 9
appropriate. 10
(h) A
CCELERATINGDEVELOPMENT OF AUTONOMOUS 11
A
GENTSTODEFENDAGAINSTCRUISEMISSILES AND 12
D
RONES.—The Secretary shall use all authorities avail-13
able to the Secretary to accelerate development of autono-14
mous agents to cost-effectively defend the United States 15
homeland and forward-deployed armed forces against 16
raids of both large cruise missiles and drones. 17
(i) A
CCELERATING DEVELOPMENT AND DEPLOY-18
MENT OFSPACE-BASEDINTERCEPTORS.—The Secretary 19
shall use all authorities available to the Secretary to accel-20
erate development and deployment of proliferated space- 21
based interceptors capable of boost-phase intercept. 22
(j) R
EPORTTOREDUCECOSTSAVINGSPERROUND 23
FORSPACE-BASEDINTERCEPTORS.—Not later than 180 24
days after the date of the enactment of this Act, the Sec-25

retary of Defense shall submit a feasibility study to the 1
congressional defense committees outlining multiple meth-2
ods for reducing the cost per round of various space-based 3
interceptors including kinetic and non-kinetic capabilities. 4
(k) A
CCELERATINGMODERNIZATION OF CERTAIN 5
T
ERRESTRIALDOMAINCAPABILITIES.—The Secretary 6
shall use all authorities available to the Secretary to accel-7
erate modernization of terrestrial-based radar capabilities, 8
including those located at or known as Cobra Dane, Thule 9
Ballistic Missile Early Warning System (BMEWS), Up-10
graded Early Warning Radar (UEWR) in Greenland and 11
Cape Cod, Homeland Defense Radar in Hawaii, and the 12
Alaska Radar System. 13
(l) M
ODERNIZATION OF PERIMETERACQUISITION 14

ADARATTACKCHARACTERIZATION SYSTEM.—The Sec-15
retary shall use all authorities available to the Secretary 16
to accelerate the modernization and digitization of the Pe-17
rimeter Acquisition Radar Attack Characterization Sys-18
tem (PARCS) to improve detection of intercontinental and 19
sea-launched missile threats, as well as improve space do-20
main awareness capabilities. 21

LAN FOR SOUTHERN HEMISPHERE-FACINGEARLY 23

ARNINGRADARSYSTEM.—Not later than 180 days 24

sphere-facing early warning radar system capable of de-3
tecting threats from next generation complex missile at-4
tacks. 5

SHORESYSTEM.—Not later than 180 days after the date 8
of the enactment of this Act, the Secretary shall submit 9
to Congress a report detailing a site selection and pro-10
posed program execution plan for an east coast-based 11
Aegis Ashore missile defense system. 12

ITESELECTION AND PROGRAMEXECUTION 13

LAN FORCONSTRUCTION OF ALASKA-BASEDAEGIS 14
A
SHORESYSTEM.—Not later than 180 days after the date 15
of the enactment of this Act, the Secretary shall submit 16
to Congress a report detailing a site selection and pro-17
posed program execution plan for an Alaska-based Aegis 18
Ashore missile defense system. 19

OMPLETION AND CERTIFICATION OF AEGIS 20
A
SHORESYSTEM INHAWAII.—The Secretary shall use all 21
authorities available to the Secretary to accelerate comple-22
tion and certification of an Aegis Ashore system based in 23
Hawaii. 24

(q) ACCELERATION OFMUNITIONSPRODUCTION FOR 1

ISSILEDEFENSE.—The Secretary shall use all authori-2
ties available to the Secretary to accelerate production of 3
critical munitions used for missile interception, including 4
Standard Missile 3 Blocks IB and IIA and PAC–2 and 5
PAC–3 munitions. 6
(r) E
XPEDITEDMILITARYCONSTRUCTIONAUTHOR-7
ITY.— 8
(1) W
AIVER OF REGULATIONS .—The Secretary 9
may waive any and all regulations, including envi-10
ronmental regulations, that the Secretary determines 11
would slow down, impede, block, or otherwise hinder 12
the construction, upgrade, or modernization of infra-13
structure supporting a Joint Urgent Operational 14
Need (JUON) associated with homeland or forward 15
deployed missile defense. 16
(2) C
ONGRESSIONAL NOTICE .—Whenever the 17
Secretary uses the authority provided by paragraph 18
(1), the Secretary shall, not later than 45 days after 19
using the authority, submit to the congressional de-20
fense committees notice of such use. 21
(s) A
CCELERATION OF INTEGRATEDAIR ANDMIS-22
SILEDEFENSETECHNOLOGYEXCHANGES.— 23
(1) I
N GENERAL.—The Secretary shall, in col-24
laboration with the Secretary of State, look for and 25

exploit opportunities to accelerate technology ex-1
changes and transfers of integrated missile defense 2
technology, including over the horizon radar with 3
trusted allies under current defense agreements and 4
arrangements. 5
(2) R
ULE OF CONSTRUCTION .—Nothing in this 6
subsection shall be construed to require the Sec-7
retary to exchange technology with a foreign country 8
if the President or the Secretary determines that 9
doing so would present a grave national security 10
threat to the United States. 11
(t) D
EVELOPMENT AND SECURING OF SUPPLY 12
C
HAINSCRITICAL TOMISSILEDEFENSE.—The Secretary 13
shall, in collaboration with the Secretary of State, the Sec-14
retary of Commerce, and the Secretary of the Interior, 15
identify critical shortages and vulnerabilities in supply 16
chains critical to missile defense component production 17
and shall use all authorities available to the Secretaries 18
to develop and secure such supply chains. 19
(u) R
EQUIREMENT FOR PROCUREMENT AND FIELD-20
ING OFDIRIGIBLESTOSUPPORTMISSILEDEFENSE.— 21
(1) I
N GENERAL.—The Secretary of the Army 22
shall procure and field dirigibles, including airships 23
and aerostats, in support of the missile defense of 24

the United States homeland from ballistic, 1
hypersonic, and cruise missiles, and drones. 2
(2) R
EQUIREMENTS.—The requirements of 3
paragraph (1) cover— 4
(A) high altitude air defense systems to de-5
tect, characterize, track, and engage current 6
and emerging advanced missile threats; and 7
(B) both short-term and long-term solu-8
tions that leverage the innovative dirigible and 9
associated sensor development that the Armed 10
Forces, partners of the United States, such as 11
Israel, and United States industry have under-12
taken during the 30-year period ending on the 13
date of the enactment of this Act. 14
(3) C
ONSIDERATION.—In carrying out para-15
graph (1), the Secretary of the Army shall consider 16
the use of dirigibles in supporting resilient military 17
and emergency communication networks in a crisis. 18
SEC. 5. AUTHORIZATION OF APPROPRIATIONS. 19
There is authorized to be appropriated to carry out 20
this Act $19,548,100,000 for fiscal year 2026, of which— 21
(1) $500,000,000 shall be available for require-22
ments of this Act relating to SM–3 Block 1B; 23
(2) $500,000,000 shall be available for require-24
ments of this Act relating to SM–3 Block IIA; 25

(3) $1,400,000,000 shall be available for re-1
quirements of this Act relating to Terminal High Al-2
titude Area Defense (THAAD) Systems; 3
(4) $1,500,000,000 shall be available for re-4
quirements of this Act relating to PAC–2 and PAC– 5
3 Munitions and MM–104 Patriot batteries; 6
(5) $1,000,000,000 shall be available for re-7
quirements of this Act relating to east coast and 8
Alaska-based Aegis Ashore station construction; 9
(6) $12,000,000,000 shall be available for ex-10
pansion of missile interceptor fields available at Fort 11
Greely, Alaska, to 80 units with the Next Generation 12
Interceptor; 13
(7) $250,000,000 shall be available for require-14
ments of this Act relating to completion and certifi-15
cation of Hawaii Aegis Ashore system; 16
(8) $60,000,000 shall be available for require-17
ments of this Act relating to Space Development 18
Agency satellite sensors; 19
(9) $750,000,000 shall be available for require-20
ments of this Act relating to modernization of ter-21
restrial-based domain awareness radars; 22
(10) $500,000,000 shall be available for re-23
quirements of this Act relating to research and de-24

velopment relating to directed energy or missile 1
interception across the military departments; 2
(11) $900,000,000 shall be available for re-3

quirements of this Act relating to procurement and 11
fielding of dirigibles; and 12
(14) $25,000,000 shall be available for Missile 13
Defense Agency military construction to continue 14
planning and design activities for an east coast mis-15
sile defense interceptor site. 16
