Center of Excellence, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Advancing Innovation 4
and Maintenance through Headquarters for Instruction, 5
Growth, and High-tech training Act’’ or the ‘‘AIM HIGH 6
Act’’. 7

SEC. 2. AIR FORCE TECHNICAL TRAINING CENTER OF EX-1
CELLENCE. 2
Chapter 903 of title 10, United States Code, is 3
amended by adding at the end the following new section: 4
‘‘§ 9026. Air Force Technical Training Center of Ex-5
cellence 6
‘‘(a) E
STABLISHMENT.—The Secretary of the Air 7
Force shall operate a Technical Training Center of Excel-8
lence. The head of the Center shall be the designee of the 9
Commander of the Airmen Development Command. 10
‘‘(b) P
URPOSES.—The purposes of the Center shall 11
be to— 12
‘‘(1) facilitate collaboration among all Air Force 13
technical training installations; 14
‘‘(2) serve as a premier training location for all 15
maintainers throughout the military departments; 16
‘‘(3) publish a set of responsibilities aimed at 17
driving excellence, innovation, and leadership across 18
all technical training specialties; 19
‘‘(4) advocate for innovative improvements in 20
curriculum, facilities, and medial; 21
‘‘(5) foster outreach with industry and aca-22
demia; 23
‘‘(6) identify and promulgate best practices, 24
standards, and benchmarks; 25

‘‘(7) create a hub of excellence for the latest ad-1
vancements in aviation technology and training 2
methodologies; and 3
‘‘(8) carry out such other responsibilities as the 4
Secretary determines appropriate. 5
‘‘(c) L
OCATION.—The Secretary shall select a loca-6
tion for the Center that is an Air Force installation that 7
provides technical training and maintenance proficiency.’’. 8
