To reauthorize certain programs under the SUPPORT for
Patients and Communities Act, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Comprehensive Addic-4
tion Recovery through Effective Employment and Reentry 5
Act of 2025’’ or the ‘‘CAREER Act of 2025’’. 6

SEC. 2. REAUTHORIZATION OF THE CAREER ACT; TREAT-1
MENT, RECOVERY, AND WORKFORCE SUP-2
PORT GRANTS. 3
(a) I
NGENERAL.—Section 7183 of the SUPPORT 4
for Patients and Communities Act (42 U.S.C. 290ee–8) 5
is amended— 6
(1) in the section heading, by inserting ‘‘; 7
TREATMENT , RECOVERY, AND WORKFORCE 8
SUPPORT GRANTS ’’ after ‘‘CAREER ACT’’; 9
(2) in subsection (b), by inserting ‘‘each’’ before 10
‘‘for a period’’; 11
(3) in subsection (c)— 12
(A) in paragraph (1), by striking ‘‘the 13
rates described in paragraph (2)’’ and inserting 14
‘‘the average rates for calendar years 2018 15
through 2022 described in paragraph (2)’’; and 16
(B) by amending paragraph (2) to read as 17
follows: 18
‘‘(2) R
ATES.—The rates described in this para-19
graph are the following: 20
‘‘(A) The highest age-adjusted average 21
rates of drug overdose deaths for calendar years 22
2018 through 2022 based on data from the 23
Centers for Disease Control and Prevention, in-24
cluding, if necessary, provisional data for cal-25
endar year 2022. 26

‘‘(B) The highest average rates of unem-1
ployment for calendar years 2018 through 2022 2
based on data provided by the Bureau of Labor 3
Statistics. 4
‘‘(C) The lowest average labor force par-5
ticipation rates for calendar years 2018 through 6
2022 based on data provided by the Bureau of 7
Labor Statistics.’’; 8
(4) in subsection (g)— 9
(A) in each of paragraphs (1) and (3), by 10
redesignating subparagraphs (A) and (B) as 11
clauses (i) and (ii), respectively, and adjusting 12
the margins accordingly; 13
(B) by redesignating paragraphs (1) 14
through (3) as subparagraphs (A) through (C), 15
respectively, and adjusting the margins accord-16
ingly; 17
(C) in the matter preceding subparagraph 18
(A) (as so redesignated), by striking ‘‘An enti-19
ty’’ and inserting the following: 20

RANSPORTATION SERVICES .—An entity 23
receiving a grant under this section may use not 24
more than 5 percent of the funds for providing 25

transportation for individuals to participate in an ac-1
tivity supported by a grant under this section, which 2
transportation shall be to or from a place of work 3
or a place where the individual is receiving voca-4
tional education or job training services or receiving 5
services directly linked to treatment of or recovery 6
from a substance use disorder. 7
‘‘(3) L
IMITATION.—The Secretary may not re-8
quire an entity to, or give priority to an entity that 9
plans to, use the funds of a grant under this section 10
for activities that are not specified in this sub-11
section.’’; 12
(5) in subsection (i)(2), by inserting ‘‘, which 13
shall include employment and earnings outcomes de-14
scribed in subclauses (I) and (III) of section 15
116(b)(2)(A)(i) of the Workforce Innovation and 16
Opportunity Act (29 U.S.C. 3141(b)(2)(A)(i)) with 17
respect to the participation of such individuals with 18
a substance use disorder in programs and activities 19
funded by the grant under this section’’ after ‘‘sub-20
section (g)’’; 21
(6) in subsection (j)— 22
(A) in paragraph (1), by inserting ‘‘for 23
grants awarded prior to the date of enactment 24
of the Comprehensive Addiction Recovery 25

of 2025’’ after ‘‘grant period under this sec-2
tion’’; and 3
(B) in paragraph (2)— 4
(i) in the matter preceding subpara-5
graph (A), by striking ‘‘2 years after sub-6
mitting the preliminary report required 7
under paragraph (1)’’ and inserting ‘‘Sep-8
tember 30, 2030’’; and 9
(ii) in subparagraph (A), by striking 10
‘‘(g)(3)’’ and inserting ‘‘(g)(1)(C)’’; and 11
(7) in subsection (k), by striking ‘‘$5,000,000 12
for each of fiscal years 2019 through 2023’’ and in-13
serting ‘‘$12,000,000 for each of fiscal years 2026 14
through 2030’’. 15
(b) C
LERICALAMENDMENT.—The table of contents 16
in section 1(b) of the SUPPORT for Patients and Com-17
munities Act (Public Law 115–271; 132 Stat. 3894) is 18
amended by striking the item relating to section 7183 and 19
inserting the following: 20
‘‘Sec. 7183. CAREER Act; treatment, recovery, and workforce support
grants.’’.

(a) I
NGENERAL.—Section 8071 of the SUPPORT 3
for Patients and Communities Act (42 U.S.C. 5301 note; 4
Public Law 115–271) is amended— 5
(1) by striking the section heading and insert-6
ing ‘‘
CAREER ACT ; RECOVERY HOUSING PILOT 7
PROGRAM’’; 8
(2) in subsection (a), by striking ‘‘through 9
2023’’ and inserting ‘‘through 2030’’; 10
(3) in subsection (b)— 11
(A) in paragraph (1), by striking ‘‘not 12
later than 60 days after the date of enactment 13
of this Act’’ and inserting ‘‘not later than 60 14
days after the date of enactment of the Com-15
prehensive Addiction Recovery through Effec-16
tive Employment and Reentry Act of 2025’’; 17
and 18
(B) in paragraph (2)(B)(i)— 19
(i) in subclause (I)— 20
(I) by striking ‘‘for calendar 21

striking the subtitle heading and inserting the following: 21
‘‘Subtitle F—CAREER Act; 22
Recovery Housing Pilot Program’’. 23

LERICALAMENDMENTS.—The table of contents 24
