3939 This Act may be cited as the ‘‘Preventing the Recy-4
4040 cling of Immigrants is Necessary for Trafficking Suspen-5
4141 sion Act’’ or the ‘‘PRINTS Act’’. 6
4242 SEC. 2. AUTHORIZATION OF FINGERPRINTING OF NONCIT-7
4343 IZEN CHILDREN ENTERING THE UNITED 8
4444 STATES TO REDUCE CHILD TRAFFICKING. 9
4545 Section 262(c) of the Immigration and Nationality 10
4646 Act (8 U.S.C. 1302(c)) is amended to read as follows: 11
4747 ‘‘(c) The Secretary of Homeland Security, working 12
4848 through U.S. Customs and Border Protection, in order to 13
4949 reduce the number of children who are trafficked into the 14
5050 United States, shall obtain a set of fingerprints from any 15
5151 alien younger than 14 years of age who is entering the 16
5252 United States if a U.S. Customs and Border Protection 17
5353 officer suspects that such child is a victim of human traf-18
5454 ficking, in accordance with the standards established pur-19
5555 suant to the Trafficking Victims Protection Act of 2000 20
5656 (34 U.S.C. 7101 et seq.).’’. 21
5757 SEC. 3. CRIMINALIZING RECYCLING OF MINORS. 22

5959 NGENERAL.—Chapter 69 of title 18, United 23
6060 States Code, is amended by adding at the end the fol-24

6767 NGENERAL.—Any person 18 years of age or 2
6868 older who knowingly uses, for the purpose of gaining entry 3
6969 into the United States, a minor to whom the individual 4
7070 is not a relative or guardian, shall be fined under this title, 5
7171 imprisoned not more than 10 years, or both. 6
7272 ‘‘(b) R
7373 ELATIVE.—In this section, the term ‘relative’ 7
7474 means an individual related by consanguinity within the 8
7575 second degree, as determined by common law.’’. 9

7777 LERICALAMENDMENT.—The table of sections 10
7878 for chapter 69 of title 18, United States Code, is amended 11
7979 by adding at the end the following: 12

8383 With respect to any unaccompanied alien child (as 14
8484 defined in section 462(g) of the Homeland Security Act 15
8585 of 2002 (6 U.S.C. 279(g))) who is transferred from the 16
8686 custody of the Secretary of Homeland Security to the cus-17
8787 tody of the Secretary of Health and Human Services, the 18
8888 Secretary of Homeland Security shall, on request, share 19
8989 with the Secretary of Health and Human Services the fin-20
9090 gerprints collected under section 262(c) of the Immigra-21
9191 tion and Nationality Act, as added by section 2. 22

9494 NNUALREPORT TOCONGRESS.—The Secretary 24

108108 the number of apprehensions during the previous month 9
109109 involving child traffickers who falsely claimed that a child 10
110110 accompanying them into the United States was a close rel-11
