24	24	noncitizen minors entering the United States who are
25	25	suspected of being victims of human trafficking, to re-
26	26	quire the Secretary to publicly disclose the number of
27	27	such minors who are fingerprinted by U.S. Customs and
28	28	Border Protection (CBP) officials and the number of
29	29	child traffickers who are apprehended by CBP, to impose
30	30	criminal penalties on noncitizen adults who use unrelated
31	31	minors to gain entry into the United States, and for
32	32	other purposes.

37	37	tives of the United States of America in Congress assembled, 2
38	38	SECTION 1. SHORT TITLES. 3
39	39	This Act may be cited as the ‘‘Preventing the Recy-4
40	40	cling of Immigrants is Necessary for Trafficking Suspen-5
41	41	sion Act’’ or the ‘‘PRINTS Act’’. 6
42	42	SEC. 2. AUTHORIZATION OF FINGERPRINTING OF NONCIT-7
43	43	IZEN CHILDREN ENTERING THE UNITED 8
44	44	STATES TO REDUCE CHILD TRAFFICKING. 9
45	45	Section 262(c) of the Immigration and Nationality 10
46	46	Act (8 U.S.C. 1302(c)) is amended to read as follows: 11
47	47	‘‘(c) The Secretary of Homeland Security, working 12
48	48	through U.S. Customs and Border Protection, in order to 13
49	49	reduce the number of children who are trafficked into the 14
50	50	United States, shall obtain a set of fingerprints from any 15
51	51	alien younger than 14 years of age who is entering the 16
52	52	United States if a U.S. Customs and Border Protection 17
53	53	officer suspects that such child is a victim of human traf-18
54	54	ficking, in accordance with the standards established pur-19
55	55	suant to the Trafficking Victims Protection Act of 2000 20
56	56	(34 U.S.C. 7101 et seq.).’’. 21
57	57	SEC. 3. CRIMINALIZING RECYCLING OF MINORS. 22

59	59	NGENERAL.—Chapter 69 of title 18, United 23
60	60	States Code, is amended by adding at the end the fol-24
61	61	lowing: 25

66	66	‘‘(a) I
67	67	NGENERAL.—Any person 18 years of age or 2
68	68	older who knowingly uses, for the purpose of gaining entry 3
69	69	into the United States, a minor to whom the individual 4
70	70	is not a relative or guardian, shall be fined under this title, 5
71	71	imprisoned not more than 10 years, or both. 6
72	72	‘‘(b) R
73	73	ELATIVE.—In this section, the term ‘relative’ 7
74	74	means an individual related by consanguinity within the 8
75	75	second degree, as determined by common law.’’. 9

77	77	LERICALAMENDMENT.—The table of sections 10
78	78	for chapter 69 of title 18, United States Code, is amended 11
79	79	by adding at the end the following: 12
80	80	‘‘1430. Recycling of minors.’’.
81	81	SEC. 4. INFORMATION SHARING.

83	83	With respect to any unaccompanied alien child (as 14
84	84	defined in section 462(g) of the Homeland Security Act 15
85	85	of 2002 (6 U.S.C. 279(g))) who is transferred from the 16
86	86	custody of the Secretary of Homeland Security to the cus-17
87	87	tody of the Secretary of Health and Human Services, the 18
88	88	Secretary of Homeland Security shall, on request, share 19
89	89	with the Secretary of Health and Human Services the fin-20
90	90	gerprints collected under section 262(c) of the Immigra-21
91	91	tion and Nationality Act, as added by section 2. 22
92	92	SEC. 5. REPORTS. 23

94	94	NNUALREPORT TOCONGRESS.—The Secretary 24
95	95	of Homeland Security shall submit an annual report to 25

101	101	year pursuant to the authority granted under section 3
102	102	262(c) of the Immigration and Nationality Act, as added 4

105	105	NLINEPUBLICATION.—The Secretary of Home-6
106	106	land Security shall post, on a monthly basis on a publicly 7
107	107	accessible U.S. Customs and Border Protection website, 8
108	108	the number of apprehensions during the previous month 9
109	109	involving child traffickers who falsely claimed that a child 10
110	110	accompanying them into the United States was a close rel-11
111	111	ative. 12
