minors entering the United States who are suspected of being victims 
of human trafficking, to require the Secretary to publicly disclose the 
number of such minors who are fingerprinted by U.S. Customs and 
Border Protection (CBP) officials and the number of child traffickers 
who are apprehended by CBP, to impose criminal penalties on noncitizen 
adults who use unrelated minors to gain entry into the United States, 
and for other purposes.

A BILL 
To require the Secretary of Homeland Security to fingerprint 
noncitizen minors entering the United States who are 
suspected of being victims of human trafficking, to re-
quire the Secretary to publicly disclose the number of 
such minors who are fingerprinted by U.S. Customs and 
Border Protection (CBP) officials and the number of 
child traffickers who are apprehended by CBP, to impose 
criminal penalties on noncitizen adults who use unrelated 
minors to gain entry into the United States, and for 
other purposes.

Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLES. 3
This Act may be cited as the ‘‘Preventing the Recy-4
cling of Immigrants is Necessary for Trafficking Suspen-5
sion Act’’ or the ‘‘PRINTS Act’’. 6
SEC. 2. AUTHORIZATION OF FINGERPRINTING OF NONCIT-7
IZEN CHILDREN ENTERING THE UNITED 8
STATES TO REDUCE CHILD TRAFFICKING. 9
Section 262(c) of the Immigration and Nationality 10
Act (8 U.S.C. 1302(c)) is amended to read as follows: 11
‘‘(c) The Secretary of Homeland Security, working 12
through U.S. Customs and Border Protection, in order to 13
reduce the number of children who are trafficked into the 14
United States, shall obtain a set of fingerprints from any 15
alien younger than 14 years of age who is entering the 16
United States if a U.S. Customs and Border Protection 17
officer suspects that such child is a victim of human traf-18
ficking, in accordance with the standards established pur-19
suant to the Trafficking Victims Protection Act of 2000 20
(34 U.S.C. 7101 et seq.).’’. 21
SEC. 3. CRIMINALIZING RECYCLING OF MINORS. 22
(a) I
NGENERAL.—Chapter 69 of title 18, United 23
States Code, is amended by adding at the end the fol-24
lowing: 25

‘‘§ 1430. Recycling of minors 1
‘‘(a) I
NGENERAL.—Any person 18 years of age or 2
older who knowingly uses, for the purpose of gaining entry 3
into the United States, a minor to whom the individual 4
is not a relative or guardian, shall be fined under this title, 5
imprisoned not more than 10 years, or both. 6
‘‘(b) R
ELATIVE.—In this section, the term ‘relative’ 7
means an individual related by consanguinity within the 8
second degree, as determined by common law.’’. 9
(b) C
LERICALAMENDMENT.—The table of sections 10
for chapter 69 of title 18, United States Code, is amended 11
by adding at the end the following: 12
‘‘1430. Recycling of minors.’’. 
SEC. 4. INFORMATION SHARING.

With respect to any unaccompanied alien child (as 14
defined in section 462(g) of the Homeland Security Act 15
of 2002 (6 U.S.C. 279(g))) who is transferred from the 16
custody of the Secretary of Homeland Security to the cus-17
tody of the Secretary of Health and Human Services, the 18
Secretary of Homeland Security shall, on request, share 19
with the Secretary of Health and Human Services the fin-20
gerprints collected under section 262(c) of the Immigra-21
tion and Nationality Act, as added by section 2. 22
SEC. 5. REPORTS. 23
(a) A
NNUALREPORT TOCONGRESS.—The Secretary 24
of Homeland Security shall submit an annual report to 25

Congress that identifies the number of minors who were 1
fingerprinted during the most recently completed fiscal 2
year pursuant to the authority granted under section 3
262(c) of the Immigration and Nationality Act, as added 4
by section 2. 5
(b) O
NLINEPUBLICATION.—The Secretary of Home-6
land Security shall post, on a monthly basis on a publicly 7
accessible U.S. Customs and Border Protection website, 8
the number of apprehensions during the previous month 9
involving child traffickers who falsely claimed that a child 10
accompanying them into the United States was a close rel-11
ative. 12
