2424 This Act may be cited as the ‘‘Combating CCP Labor 4
2525 Abuses Act of 2025’’. 5

3232 (a) I
3333 NGENERAL.—The Secretary of Commerce shall 4
3434 provide training described in subsection (b) to such em-5
3535 ployees of the Department of Commerce who provide coun-6
3636 seling services to businesses engaged in interstate com-7
3737 merce or foreign direct investment as the Secretary con-8
3838 siders appropriate. 9
3939 (b) C
4040 ONTENTS OFTRAINING.—The training required 10
4141 under subsection (a) shall be— 11
4242 (1) designed to raise awareness about emerging 12
4343 trends and issues with respect to human rights 13
4444 abuses perpetrated by the Government of the Peo-14
4545 ple’s Republic of China, including the use of forced 15
4646 labor, against Uyghurs and other ethnic minority 16
4747 populations in the Xinjiang Uyghur Autonomous Re-17
4848 gion; and 18
4949 (2) incorporated to the greatest extent possible 19
5050 into existing training provided by the Department of 20
5151 Commerce. 21

5353 IMING.—The training required under subsection 22
5454 (a) shall be offered and updated at such times as the Sec-23
5555 retary considers appropriate. 24

6262 (a) I
6363 NGENERAL.—The Secretary of Commerce 4
6464 shall— 5
6565 (1) offer guidance for United States businesses 6
6666 engaged in interstate commerce or foreign direct in-7
6767 vestment, including such businesses that are, or are 8
6868 considering, conducting transactions with entities 9
6969 subject to the control or influence of jurisdictions 10
7070 where significant human rights abuses have oc-11
7171 curred, such as the People’s Republic of China; and 12
7272 (2) incorporate the guidance required under 13
7373 paragraph (1) into any counseling services that the 14
7474 Department of Commerce provides to such busi-15
7575 nesses as the Secretary considers appropriate. 16

7777 ONTENTS OF GUIDANCE.—The guidance re-17
7878 quired under subsection (a) shall— 18
7979 (1) provide information about emerging trends 19
8080 and issues involving human rights abuses per-20
8181 petrated by the Government of the People’s Republic 21
8282 of China, consisting of the use of forced labor 22
8383 against Uyghurs and other ethnic minority popu-23
8484 lations in the Xinjiang Uyghur Autonomous Region, 24
8585 including information about— 25

8989 (A) risk factors that may be used to iden-1
9090 tify entities subject to the influence or control 2
9191 of jurisdictions such as the People’s Republic of 3
9292 China that may be implicated in human rights 4
9393 abuses; 5
9494 (B) ways to avoid doing business with enti-6
9595 ties described in subparagraph (A); and 7
9696 (C) potential reputational, economic, legal, 8
9797 and other risks of conducting transactions with 9
9898 an entity described in subparagraph (A); and 10
9999 (2) make clear that the guidance is for advisory 11
