A BILL 
To require the Secretary of Commerce to provide training 
and guidance relating to human rights abuses, including 
such abuses perpetrated against the Uyghur population 
by the Government of the People’s Republic of China, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Combating CCP Labor 4
Abuses Act of 2025’’. 5

SEC. 2. TRAINING FOR EMPLOYEES OF THE DEPARTMENT 1
OF COMMERCE RELATING TO AWARENESS OF 2
HUMAN RIGHTS ABUSES. 3
(a) I
NGENERAL.—The Secretary of Commerce shall 4
provide training described in subsection (b) to such em-5
ployees of the Department of Commerce who provide coun-6
seling services to businesses engaged in interstate com-7
merce or foreign direct investment as the Secretary con-8
siders appropriate. 9
(b) C
ONTENTS OFTRAINING.—The training required 10
under subsection (a) shall be— 11
(1) designed to raise awareness about emerging 12
trends and issues with respect to human rights 13
abuses perpetrated by the Government of the Peo-14
ple’s Republic of China, including the use of forced 15
labor, against Uyghurs and other ethnic minority 16
populations in the Xinjiang Uyghur Autonomous Re-17
gion; and 18
(2) incorporated to the greatest extent possible 19
into existing training provided by the Department of 20
Commerce. 21
(c) T
IMING.—The training required under subsection 22
(a) shall be offered and updated at such times as the Sec-23
retary considers appropriate. 24

SEC. 3. GUIDANCE FOR UNITED STATES BUSINESSES RE-1
LATING TO AWARENESS OF HUMAN RIGHTS 2
ABUSES. 3
(a) I
NGENERAL.—The Secretary of Commerce 4
shall— 5
(1) offer guidance for United States businesses 6
engaged in interstate commerce or foreign direct in-7
vestment, including such businesses that are, or are 8
considering, conducting transactions with entities 9
subject to the control or influence of jurisdictions 10
where significant human rights abuses have oc-11
curred, such as the People’s Republic of China; and 12
(2) incorporate the guidance required under 13
paragraph (1) into any counseling services that the 14
Department of Commerce provides to such busi-15
nesses as the Secretary considers appropriate. 16
(b) C
ONTENTS OF GUIDANCE.—The guidance re-17
quired under subsection (a) shall— 18
(1) provide information about emerging trends 19
and issues involving human rights abuses per-20
petrated by the Government of the People’s Republic 21
of China, consisting of the use of forced labor 22
against Uyghurs and other ethnic minority popu-23
lations in the Xinjiang Uyghur Autonomous Region, 24
including information about— 25

(A) risk factors that may be used to iden-1
tify entities subject to the influence or control 2
of jurisdictions such as the People’s Republic of 3
China that may be implicated in human rights 4
abuses; 5
(B) ways to avoid doing business with enti-6
ties described in subparagraph (A); and 7
(C) potential reputational, economic, legal, 8
and other risks of conducting transactions with 9
an entity described in subparagraph (A); and 10
(2) make clear that the guidance is for advisory 11
purposes only. 12
