1919 This Act may be cited as the ‘‘America’s National 4
2020 Churchill Museum National Historic Landmark Act’’. 5

2424 ITY.—The term ‘‘City’’ means the city of 8

4545 ESIGNATION.—America’s National Churchill 13
4646 Museum located at the College, including the Winston 14
4747 Churchill Memorial listed on the National Register of His-15
4848 toric Places, is designated as the ‘‘America’s National 16
4949 Churchill Museum National Historic Landmark’’. 17

5151 OOPERATIVEAGREEMENTS.— 18
5252 (1) I
5353 N GENERAL.—The Secretary, in consulta-19
5454 tion with the State, the City, and the College, may 20
5555 enter into cooperative agreements with appropriate 21
5656 public or private entities, for the purposes of— 22
5757 (A) protecting historic resources at the 23
5858 Landmark; and 24

6666 ECHNICAL AND FINANCIAL ASSISTANCE .— 4
6767 The Secretary may provide technical and financial 5
6868 assistance to any entity with which the Secretary 6
6969 has entered into a cooperative agreement under 7
7070 paragraph (1). 8

7272 OEFFECT ONACTIONS OFPROPERTYOWN-9
7373 ERS.—Designation of the America’s National Churchill 10
7474 Museum as a National Historic Landmark shall not pro-11
7575 hibit any actions that may otherwise be taken by a prop-12
7676 erty owner (including the College and any other owner of 13
7777 the Landmark) with respect to the property of the owner. 14
7878 (d) N
7979 OEFFECT ONADMINISTRATION.—Nothing in 15
8080 this section affects the administration of the Landmark 16
8181 by the State, the City, or the College. 17
8282 SEC. 4. SPECIAL RESOURCE STUDY. 18
8383 (a) I
8484 NGENERAL.—The Secretary shall conduct a 19
8585 special resource study of the Landmark. 20
8686 (b) C
8787 ONTENTS.—In conducting the study under this 21
8888 section, the Secretary shall— 22
8989 (1) evaluate the national significance of the 23

9494 (2) determine the suitability and feasibility of 1
9595 designating the Landmark as a unit of the National 2
9696 Park System; 3
9797 (3)(A) consider alternatives to that designation 4
9898 for the preservation, protection, and interpretation 5
9999 of the Landmark by the Federal Government, the 6
100100 State, the City and other affected units of local gov-7
101101 ernment, or private and nonprofit organizations (in-8
102102 cluding the College); and 9
103103 (B) identify cost estimates for any Federal ac-10
104104 quisition, development, interpretation, operation, and 11
105105 maintenance associated with the alternatives de-12
106106 scribed in subparagraph (A); and 13
107107 (4) consult with interested Federal agencies, 14
108108 the State, the City and other affected units of local 15
109109 government, private and nonprofit entities (including 16
110110 the College), and other interested individuals. 17
111111 (c) R
112112 EQUIREMENT.—The Secretary shall conduct the 18
113113 study under this section in accordance with section 19
114114 100507 of title 54, United States Code. 20
115115 (d) R
116116 EPORT.—Not later than 3 years after the date 21
117117 on which funds are first made available to carry out the 22
118118 study under this section, the Secretary shall submit to the 23
119119 Committee on Energy and Natural Resources of the Sen-24
