17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘America’s National 4
20	20	Churchill Museum National Historic Landmark Act’’. 5
21	21	SEC. 2. DEFINITIONS. 6
22	22	In this Act: 7
23	23	(1) C
24	24	ITY.—The term ‘‘City’’ means the city of 8
25	25	Fulton, Missouri. 9

30	30	Westminster College, located at 501 Westminster 2

34	34	the America’s National Churchill Museum National 5
35	35	Historic Landmark designated by section 3(a). 6

43	43	TIONAL HISTORIC LANDMARK. 12

45	45	ESIGNATION.—America’s National Churchill 13
46	46	Museum located at the College, including the Winston 14
47	47	Churchill Memorial listed on the National Register of His-15
48	48	toric Places, is designated as the ‘‘America’s National 16
49	49	Churchill Museum National Historic Landmark’’. 17

51	51	OOPERATIVEAGREEMENTS.— 18
52	52	(1) I
53	53	N GENERAL.—The Secretary, in consulta-19
54	54	tion with the State, the City, and the College, may 20
55	55	enter into cooperative agreements with appropriate 21
56	56	public or private entities, for the purposes of— 22
57	57	(A) protecting historic resources at the 23
58	58	Landmark; and 24

63	63	facilities and programs at the Landmark for the 2
64	64	public. 3

66	66	ECHNICAL AND FINANCIAL ASSISTANCE .— 4
67	67	The Secretary may provide technical and financial 5
68	68	assistance to any entity with which the Secretary 6
69	69	has entered into a cooperative agreement under 7
70	70	paragraph (1). 8

72	72	OEFFECT ONACTIONS OFPROPERTYOWN-9
73	73	ERS.—Designation of the America’s National Churchill 10
74	74	Museum as a National Historic Landmark shall not pro-11
75	75	hibit any actions that may otherwise be taken by a prop-12
76	76	erty owner (including the College and any other owner of 13
77	77	the Landmark) with respect to the property of the owner. 14
78	78	(d) N
79	79	OEFFECT ONADMINISTRATION.—Nothing in 15
80	80	this section affects the administration of the Landmark 16
81	81	by the State, the City, or the College. 17
82	82	SEC. 4. SPECIAL RESOURCE STUDY. 18
83	83	(a) I
84	84	NGENERAL.—The Secretary shall conduct a 19
85	85	special resource study of the Landmark. 20
86	86	(b) C
87	87	ONTENTS.—In conducting the study under this 21
88	88	section, the Secretary shall— 22
89	89	(1) evaluate the national significance of the 23
90	90	Landmark; 24

94	94	(2) determine the suitability and feasibility of 1
95	95	designating the Landmark as a unit of the National 2
96	96	Park System; 3
97	97	(3)(A) consider alternatives to that designation 4
98	98	for the preservation, protection, and interpretation 5
99	99	of the Landmark by the Federal Government, the 6
100	100	State, the City and other affected units of local gov-7
101	101	ernment, or private and nonprofit organizations (in-8
102	102	cluding the College); and 9
103	103	(B) identify cost estimates for any Federal ac-10
104	104	quisition, development, interpretation, operation, and 11
105	105	maintenance associated with the alternatives de-12
106	106	scribed in subparagraph (A); and 13
107	107	(4) consult with interested Federal agencies, 14
108	108	the State, the City and other affected units of local 15
109	109	government, private and nonprofit entities (including 16
110	110	the College), and other interested individuals. 17
111	111	(c) R
112	112	EQUIREMENT.—The Secretary shall conduct the 18
113	113	study under this section in accordance with section 19
114	114	100507 of title 54, United States Code. 20
115	115	(d) R
116	116	EPORT.—Not later than 3 years after the date 21
117	117	on which funds are first made available to carry out the 22
118	118	study under this section, the Secretary shall submit to the 23
119	119	Committee on Energy and Natural Resources of the Sen-24

125	125	(1) the results of the study; and 3
126	126	(2) any conclusions and recommendations of the 4
