A BILL 
To designate the America’s National Churchill Museum 
National Historic Landmark, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘America’s National 4
Churchill Museum National Historic Landmark Act’’. 5
SEC. 2. DEFINITIONS. 6
In this Act: 7
(1) C
ITY.—The term ‘‘City’’ means the city of 8
Fulton, Missouri. 9

(2) COLLEGE.—The term ‘‘College’’ means 1
Westminster College, located at 501 Westminster 2
Avenue in the City. 3
(3) L
ANDMARK.—The term ‘‘Landmark’’ means 4
the America’s National Churchill Museum National 5
Historic Landmark designated by section 3(a). 6
(4) S
ECRETARY.—The term ‘‘Secretary’’ means 7
the Secretary of the Interior. 8
(5) S
TATE.—The term ‘‘State’’ means the State 9
of Missouri. 10
SEC. 3. AMERICA’S NATIONAL CHURCHILL MUSEUM NA-11
TIONAL HISTORIC LANDMARK. 12
(a) D
ESIGNATION.—America’s National Churchill 13
Museum located at the College, including the Winston 14
Churchill Memorial listed on the National Register of His-15
toric Places, is designated as the ‘‘America’s National 16
Churchill Museum National Historic Landmark’’. 17
(b) C
OOPERATIVEAGREEMENTS.— 18
(1) I
N GENERAL.—The Secretary, in consulta-19
tion with the State, the City, and the College, may 20
enter into cooperative agreements with appropriate 21
public or private entities, for the purposes of— 22
(A) protecting historic resources at the 23
Landmark; and 24

(B) providing educational and interpretive 1
facilities and programs at the Landmark for the 2
public. 3
(2) T
ECHNICAL AND FINANCIAL ASSISTANCE .— 4
The Secretary may provide technical and financial 5
assistance to any entity with which the Secretary 6
has entered into a cooperative agreement under 7
paragraph (1). 8
(c) N
OEFFECT ONACTIONS OFPROPERTYOWN-9
ERS.—Designation of the America’s National Churchill 10
Museum as a National Historic Landmark shall not pro-11
hibit any actions that may otherwise be taken by a prop-12
erty owner (including the College and any other owner of 13
the Landmark) with respect to the property of the owner. 14

OEFFECT ONADMINISTRATION.—Nothing in 15
this section affects the administration of the Landmark 16
by the State, the City, or the College. 17
SEC. 4. SPECIAL RESOURCE STUDY. 18
(a) I
NGENERAL.—The Secretary shall conduct a 19
special resource study of the Landmark. 20
(b) C
ONTENTS.—In conducting the study under this 21
section, the Secretary shall— 22
(1) evaluate the national significance of the 23
Landmark; 24

(2) determine the suitability and feasibility of 1
designating the Landmark as a unit of the National 2
Park System; 3
(3)(A) consider alternatives to that designation 4
for the preservation, protection, and interpretation 5
of the Landmark by the Federal Government, the 6
State, the City and other affected units of local gov-7
ernment, or private and nonprofit organizations (in-8
cluding the College); and 9
(B) identify cost estimates for any Federal ac-10
quisition, development, interpretation, operation, and 11
maintenance associated with the alternatives de-12
scribed in subparagraph (A); and 13
(4) consult with interested Federal agencies, 14
the State, the City and other affected units of local 15
government, private and nonprofit entities (including 16
the College), and other interested individuals. 17
(c) R
EQUIREMENT.—The Secretary shall conduct the 18
study under this section in accordance with section 19
100507 of title 54, United States Code. 20
(d) R
EPORT.—Not later than 3 years after the date 21
on which funds are first made available to carry out the 22
study under this section, the Secretary shall submit to the 23
Committee on Energy and Natural Resources of the Sen-24

ate and the Committee on Natural Resources of the House 1
of Representatives a report that describes— 2
(1) the results of the study; and 3
(2) any conclusions and recommendations of the 4
Secretary. 5
